For foreigners and stateless persons, it is often very difficult to navigate Russian migration legislation. It changes frequently and has been consistently tightening over the past 20 years. These are primarily the Ministry of Internal Affairs (MVD) and the Federal Security Service (FSB). In some cases, Rospotrebnadzor (due to illnesses, primarily HIV status) and the Federal Penitentiary Service (FSIN) impose bans on foreigners who have served criminal sentences in Russia (after completing their punishment). This is the most complex service for foreigners, as by the time you seek help, the state already has claims against you—sometimes very serious ones.
