What to prepare

    Important: list every known creditor and the exact amounts. Once the procedure is completed, discharge applies to the claims of creditors listed in the application, subject to the limitations in Article 223.6 of Federal Law No. 127-FZ.

    Application

    The form and completion procedure were approved by Order No. 497 of the Russian Ministry of Economic Development dated 4 August 2020. The application is filed at the place of residence or temporary stay.

    List of creditors

    List every known creditor and the amount of each claim using the prescribed form. A creditor omitted from the list is not automatically covered by the discharge.

    Identity and residence documents

    Copies of an identity document and proof of permanent or temporary residence are required. A representative must also provide proof of authority and identity.

    Certificates for the selected ground

    Special certificates apply to the pension, social-benefit, and seven-year grounds. Unless the information is obtained through inter-agency exchange, they must have been issued no more than three months before the application.

    This self-check does not access government registers. It helps identify a likely statutory ground and document list. Eligibility must be confirmed by official information from the Federal Bailiff Service, the Social Fund of Russia, the relevant pension authority, and other authorised bodies.

    Is the out-of-court bankruptcy procedure free of charge?

    No state fee is charged for the MFC procedure itself. Possible costs for obtaining certain documents or legal assistance are not a fee for the procedure.

    How long does bankruptcy through an MFC take?

    If the procedure is commenced and is not terminated early, it is completed six months after the information is entered in the Unified Federal Register of Bankruptcy Information.

    Are debts omitted from the list of creditors discharged?

    Not automatically. Article 223.6 expressly limits discharge to the claims of creditors named in the application. The creditor list and amounts therefore require particular care.

    If the self-check finds no qualifying ground, is bankruptcy impossible?

    Not necessarily. The result concerns only the out-of-court procedure through an MFC. Court bankruptcy is assessed under different rules.

    A Negative Test Does Not Mean Judicial Bankruptcy Is Impossible

    MFC is a special free procedure with formal Article 223.2 eligibility routes. If the amount or enforcement facts do not fit, judicial bankruptcy, restructuring or settlement may still require assessment. A positive result must also be checked immediately before filing because a creditor may refile a writ, the balance may change or registered property may appear. The test should explain each result and avoid collecting unnecessary personal data. Keep dated statements and orders before filing because public-system data changes and a dispute is tested at the application date. Do not sign a form with an approximate creditor, balance or legal basis. Obtain reasons for an MFC refusal; it does not replace assessment of another lawful route or prove that insolvency is absent. Keep a copy of the accepted application and attachment inventory until completion. Check the insolvency-register publication and its dates yourself; the six-month period and legal effects depend on the official entry, not merely the day documents were handed to a service desk.
