Bank Licence Revocation in Russia: Deposits, Loans and Creditor Claims

When the Bank of Russia revokes a bank’s licence, the credit institution may no longer conduct banking operations or serve customers in the ordinary course. The regulator publishes the decision on the day it is made. A temporary administration is then appointed, while an arbitration court decides whether the bank will be liquidated or declared bankrupt.

What happens after a banking licence is revoked?

1. The regulator publishes its decision

The Bank of Russia posts the order and an official notice. The date of revocation matters for subsequent procedures.

It preserves assets, verifies liabilities and arranges the transfer of documents and management functions.

3. Depositors and creditors follow different procedures

Insured depositors apply for compensation; other creditors submit claims in the liquidation or bankruptcy process.

What should a depositor do?

  1. Find the bank in the official Bank of Russia notice and confirm the revocation date.
  2. Check the Deposit Insurance Agency website for the start of compensation payments and the available application method.
  3. Prepare identification and the details of the account to which compensation should be transferred. If records contain an error, gather the agreement, statements and payment documents.
  4. If the balance exceeds the insured amount, preserve evidence of the remaining claim and follow the liquidation or bankruptcy notices.

The standard maximum insurance compensation is RUB 1.4 million per depositor per bank, including accrued interest within the statutory calculation. A higher limit of up to RUB 10 million may apply to certain special circumstances and protected funds, but only when the legal conditions and supporting documents are satisfied. Do not assume that every large incoming payment qualifies for the increased limit.

Do borrowers still have to repay loans?

Yes. Revocation of the lender’s licence does not extinguish the borrower’s debt. The borrower should use only the payment details published by the temporary administration, the Deposit Insurance Agency, the liquidator or another authorised party. Keep receipts and verify that every payment has been credited. Sending money to obsolete details after a change can create a dispute about performance.

What about a company’s taxes and other payments?

A payment order issued before licence revocation is not automatically equivalent to a completed payment. The outcome depends on whether the bank accepted the order, whether sufficient funds were available, how the payment was processed and whether the payer acted in good faith. If the budget did not receive the money or the order was returned, obtain a bank statement and the payment order, reconcile the position with the tax authority and assess whether a creditor claim must also be filed against the bank.

Practical safeguard: do not make a second payment blindly. First establish the status of the original transfer and the authority’s position; otherwise, recovery of an overpayment may become a separate task.

How does a creditor submit a claim?

Follow the procedure and address stated in the official liquidation or bankruptcy notice. The submission normally needs documents confirming both the legal basis and the amount of the claim: contracts, account statements, court decisions, payment orders and correspondence. Missing a procedural requirement can delay inclusion in the register, so the exact notice for the specific bank should be checked before filing.

Can licence revocation be predicted?

There is no reliable public formula that guarantees a prediction. Delayed payments, restrictions on transfers, unusually high rates or adverse reports may justify additional verification, but they do not replace an official regulatory decision. For material balances, use diversification, confirm that the bank participates in the deposit-insurance system and keep documents proving the origin and movement of funds.
