Short answer: Russian property-tax relief for individuals is not a blanket exemption for every property owner. Eligibility depends on the taxpayer’s statutory category, the type and use of the property, and in some cases local rules. The tax notice should be checked against the current federal and local requirements.

This guide concerns the tax on property of individuals in Russia. It is a local tax: municipal rules, and the laws of Moscow, Saint Petersburg and Sevastopol, may establish additional relief in addition to the rules in the Tax Code.

The property, the taxpayer’s status and the intended use of the property must be considered together. A relief for an individual is not a general conclusion that all of that person’s property is exempt.

Federal relief: the key principle

Article 407 of the Tax Code establishes federal tax relief for specified categories of individuals. Subject to the statutory conditions, the relief is generally available for one property of each relevant type, chosen by the taxpayer. The property must also meet the requirements of the provision; use in business and other statutory exclusions can affect the outcome.

The exact list of eligible categories and property types is set out in the current wording of Article 407. It should be checked rather than assumed from an older tax notice or a general online statement.

How to check a tax notice

  • Identify the property and its current use.
  • Check whether the taxpayer belongs to a category covered by federal or local relief.
  • Review the current rules for the municipality or federal city where the property is located.
  • Compare the information with the tax notice and the official tax-service reference information.
  • If an eligible relief was not taken into account, consider submitting an application and supporting documents to the tax authority.

Why local rules matter

The Federal Tax Service explains that local authorities and the laws of the federal cities may establish additional relief and set the grounds and procedure for its use. This is why a result in one locality cannot automatically be applied to property in another location.

When a review is needed

A focused review may be useful where the property is used in business, its value or status triggers a statutory exception, several properties of the same type are involved, or the tax notice does not reflect the taxpayer’s documents. The available evidence and the current local rules determine the practical route; no recalculation or exemption can be guaranteed in advance.
