Restoration, repair, adaptation or reconstruction work on a cultural-heritage site cannot be treated as ordinary renovation. What is preservation of a cultural-heritage site
Federal Law No. 73-FZ regulates, among other things, conservation, repair, restoration, adaptation for modern use and reconstruction in specially provided cases. The precise scope depends on the site’s status, project documentation and documents for that site.

Practical sequence
- Check whether the site has protected status. Do not rely only on its appearance or information from a seller or landlord.
- Identify the exact planned work. Preservation work, reconstruction, routine maintenance and other actions are not governed identically.
- Check the contractor. For licensed activity, verify the licence information and whether the intended work falls within the relevant activity.
- Obtain site-specific documentation. The route depends on the site’s status and the competence of the federal or regional heritage authority.
- Do not begin work before the documents are checked. Unauthorised alteration can have public-law and contractual consequences.
Reconstruction of a lost heritage site
Reconstruction is not an ordinary method of modernising a building. Article 47 of Federal Law No. 73-FZ permits it exceptionally where the site has special significance and sufficient scientific evidence exists; the decision-making route depends on funding and other circumstances.
