CHOOSING A PROCEDURE
Obtaining records and accessing a court service are not the same as starting bankruptcy. First identify the judicial or out-of-court route.

File through the proper channel
Do not substitute a general inquiry for a petition.
What a Gosuslugi Account Actually Provides
The account supports identification through ESIA, including access to My Arbitr, and requests for available government records. For example, the Social Fund provides an individual personal-account statement through the portal. This helps prepare evidence; it is not a bankruptcy decision.
Preserve complete downloaded files and any accompanying electronic signature. Check the period, personal details and purpose of each certificate: one record does not replace every attachment. A SNILS number shown in a profile, for example, is not the same as a statement of the account’s status.
If You Need the Commercial Court
The court considers the petition; electronic filing through My Arbitr is one way to submit it. An ordinary agency inquiry or portal support message is not a bankruptcy petition. The web form does not replace the content and records required by Article 213.4 of Federal Law No. 127-FZ.
Check the court, debts, assets, income, transactions and grounds for applying. After transmission, obtain the procedural outcome: admission, directions to cure defects or return. Confirmation that files were sent does not introduce a procedure or discharge debts.
If You Are Considering an MFC
Article 223.2(2) provides for filing at an MFC at the place of residence or stay. The out-of-court route requires obligations within the range of RUB 25,000 to RUB 1 million, but the amount alone is insufficient: one of the grounds in paragraph 1 must also apply.
The statute provides different grounds involving enforcement documents and proceedings, including special conditions for pensioners, participants in the special military operation and recipients of the specified child benefit. Check the selected ground in full: pensioner status or an overdue debt alone does not confer automatic eligibility.
Under Article 223.6, the six-month completion period runs from the EFRSB entry starting the procedure, unless the procedure is terminated. Booking an appointment, obtaining a certificate or sending a portal message does not start that period.
Example: The Portal Does Not Show Every Debt
A citizen relies on enforcement-proceeding information but also has a loan that has not reached the bailiffs. That obligation must also be checked with the creditor. In out-of-court bankruptcy, an unlisted creditor’s claim is not covered by discharge; an understated amount limits the discharge to the amount stated, subject to the exceptions in Article 223.6.
Distinguish the Results of Different Services
Read the document’s title. A debt-information response, Social Fund certificate, submission receipt, court order and EFRSB notice prove different events. Store them separately and compare case or enforcement numbers, dates and recipients.
Do not give intermediaries your Gosuslugi password or confirmation codes. If offered “automatic debt cancellation through the portal,” ask who will file, where, on what legal basis and which document will confirm commencement. A personal-account status does not override statutory exceptions to debt discharge.

Frequently Asked Questions
Does logging in through Gosuslugi count as filing?
No. Identification provides access. Filing requires a proper application and attachments, followed by a check of the processing result.
Will all debts be loaded automatically?
Do not rely on that. Reconcile obligations with contracts, creditors and records. Absence from one information system does not establish that a debt does not exist.
Do six months run from booking an MFC appointment?
No. For out-of-court bankruptcy, the starting point is the EFRSB entry commencing the procedure, not the appointment booking.
