Operator and network may differ
The licensee, billing company, cable owner and building manager may be different entities.
Service may stop before judgment
Save settings, bills and contacts and arrange a backup connection early.
Inventory equipment
A router or terminal may be purchased, leased, loaned or owned by the operator.
Entities to identify
| Participant | Possible role | Evidence |
|---|---|---|
| Licensed operator | Provides telematic communication services | Agreement, invoice, licence and details |
| Network owner | Owns cable, node or building infrastructure | Access or infrastructure lease agreement |
| Building manager | Controls access to common property, not necessarily the service | Access decisions and agreements |
| Billing/payment agent | Takes payment or maintains the account | Receipt, purpose and agency model |
| New operator | May buy assets or make new contracts | Succession basis or a new agreement |
Service and advance balance
| Situation | Establish | Action |
|---|---|---|
| Service continues after filing | Service period and payment recipient | Check current-payment treatment |
| Service stops | Date, notice and remaining balance | Record the unprovided period and claim |
| Network transferred | Assets, contracts and succession | Do not assume automatic subscriber transfer |
| Promised payment or credit limit | Actual service and tariff terms | Separate subscriber debt from advance |
| Equipment held by subscriber | Owner, serial number and condition | Return by act or prove purchase |
Subscriber action plan
Download records
Save the agreement, tariff, account, receipts, messages and tickets.
Verify the licensee
Match its name and tax ID to the licence and payment recipient.
Record disconnection
Keep the date, ticket number, equipment indicators and lack of service.
Arrange backup
Choose another operator or mobile channel, especially for work and safety.
Calculate the balance
Separate advance, unprovided period, purchased equipment and evidenced expenses.
Business subscribers
A business should also preserve the SLA, addresses and channels, IP data, line leases, acceptance records, redundancy and outage evidence. Loss does not arise automatically from disconnection: contractual basis, causation, mitigation and calculation must be proved.
Frequently asked questions
May the subscriber keep the old router?
It depends on ownership and the agreement. Serial number, transfer act and payment evidence identify the legal regime.
Must a new provider preserve the tariff and balance?
Only with succession or its own undertaking. Buying part of the network does not always transfer every contract.
Will the advance be repaid in full?
A claim may be proved, but actual recovery depends on the procedure and assets.
Where can a subscriber complain?
Roskomnadzor and other authorities may be relevant, but a complaint does not replace filing a monetary insolvency claim.
