An NPF is a financial organisation subject to special provisions of Federal Law No. 127-FZ, pension legislation and Bank of Russia regulations. General advice for an ordinary company cannot be transferred without review.

After Licence Cancellation

  1. The Bank of Russia adopts and publishes the decision and appoints temporary administration.
  2. The administration analyses finances, inventories assets and records claims.
  3. Where grounds exist, the court considers compulsory liquidation or insolvency.
  4. The Deposit Insurance Agency performs statutory liquidation functions and publishes instructions.
  5. Pension obligations follow special rules while ordinary creditors lodge claims in the statutory order.
Licence cancellation and insolvency are related but not identical events. The guarantee event and next step must be checked in the official notice for the specific fund.

The Bank of Russia states that OPS, NPO and PDS participant claims are met from pension reserves excluded from the ordinary insolvency estate. The actual guarantee, application, deadline and transfer method depend on the relationship and official procedure. Equal payment or a fixed recovery time cannot be promised to all participants.
