A Russian private security company’s insolvency does not displace licensing and weapons controls: lawful guarding, weapons records, contractor replacement and protection of client property require separate measures. Federal Law No. 2487-I applies on the publication date, while Federal Law No. 427-FZ enters into force on 1 September 2026 with transition provisions. Contracts, licences, personnel and guarded posts therefore require both current and imminent-regime review.
The law changes on 1 September
Action plans must account for Federal Law No. 427-FZ and transition provisions.
Weapons follow a special regime
Service weapons and special equipment are not ordinary warehouse stock.
Posts protect client property
Contractor change must preserve access, alarms and custody continuity.
Quick self-check
- Legal entity, licence, register and permitted security services are verified.
- Every weapon, round, special item and record is listed individually.
- All posts, keys, passes, control panels, alarms and access credentials are recorded.
- Employees, certificates, shifts, wages and files are reconciled.
- A condition record and safe security-transfer plan exist for every client.
Licence and New-Law Transition
Federal Law No. 2487-I applies through 31 August 2026. Federal Law No. 427-FZ, as amended in 2026, enters into force on 1 September. Insolvency does not replace a licensing-authority decision, but services may only continue in compliance with the requirements then in force.
Weapons, Ammunition and Special Equipment
Service weapons, ammunition, special equipment, storage rooms and permits require special-law inventory and coordination with competent authorities. They cannot be moved, sold or transferred as ordinary debtor assets.
Guarded Posts, Panels and Client Property
Record post instructions, keys, passes, codes, alarm buttons, CCTV, control-panel equipment and client assets at every site. Guarded property does not become security-company property; contractor replacement requires a deed and uninterrupted control.
Employees and Security Continuity
Reconcile guard certificates, schedules, wage accounts, uniforms, communications and personnel files. The client should arrange replacement security and access procedures without demanding unlawful or unpaid work.
- appoint responsible persons;
- record the active shift and post;
- transfer access by deed;
- notify interested parties;
- prevent uncontrolled weapons and keys.
Contracts, Advances and Claims
Clients separate pre- and post-petition services, future-period advances, equipment prices and proven loss. The security company separately records client receivables. Termination, replacement and settlement depend on contract, law and actual post handover.
| Item | Risk | Action |
|---|---|---|
| Licence | Unauthorised service | Check register and transition |
| Weapons and rounds | Special-regime breach | Inventory with authority |
| Guarded post | Control gap | Transfer by deed |
| Keys and codes | Unauthorised access | Change and record |
| Client advance | Unperformed period | Calculate separately |
