Russian rules for carrying children in a car depend on the child’s age, the seating position and whether the vehicle is equipped with seat belts or ISOFIX. A child seat is not required in exactly the same way for every child and every seat.
Current rule. Children under 7 must use a child restraint system appropriate to their weight and height in a passenger car or truck cab equipped with belts or ISOFIX. Children aged 7–11 inclusive may use such a restraint or a seat belt in the rear; in the front passenger seat they must use a suitable child restraint system.
How to assess compliance
- confirm the child’s age at the relevant time;
- check the vehicle’s equipment and the seat where the child was travelling;
- check whether the restraint system was appropriate to weight and height and properly used;
- preserve the report, photographs, video and any explanation included in the administrative file.
Administrative liability
Violation of child-carriage requirements in the Traffic Rules is addressed by Article 12.23(3) of the Code of Administrative Offences. The current fine is RUB 5,000 for a driver, RUB 50,000 for an official and RUB 200,000 for a legal entity. The correct qualification still depends on the facts documented by the authority.
Practical conclusion
Age alone is not enough to assess a case: the seating position, vehicle equipment and restraint system matter. Reviewing the actual record against the current rule is more reliable than relying on an outdated general statement, and it does not predetermine the outcome of any administrative case.
