Annual Family Payment in Russian Bankruptcy in 2026
What the 2026 payment is
The annual family payment took effect on 1 January 2026. It is a social-support measure for working parents with two or more children. Its amount is the difference between the calculated personal income tax for the previous year and tax calculated on the same income at 6%. A 2026 application uses 2025 tax data.
Russia’s Social Fund (SFR) checks eligibility. Core conditions include Russian citizenship and permanent residence, paid personal income tax, average per-capita family income not exceeding 1.5 times the regional subsistence minimum, permitted family assets and no overdue child support. Each working parent’s eligibility is assessed separately.

Is it part of the bankruptcy estate?
Article 213.25 of Law No. 127-FZ generally brings a citizen’s property and funds into the bankruptcy estate. At the same time, Article 101(1)(12) of Law No. 229-FZ protects benefits and payments to citizens with children made from public budgets or state extra-budgetary funds. The annual family payment is established as family social support and is paid by the SFR.
This does not make the money administratively invisible. The bank, insolvency administrator and court need to identify its source and legal purpose. Once the payment is mixed with salary, private transfers and savings, tracing the protected balance becomes harder.
Practical sequence
Apply on time
Use Gosuslugi, an MFC office or the SFR between 1 June and 1 October. Check family composition, income, property and child-support arrears.
Keep the award evidence
Download the SFR notice and a complete bank record showing sender, date, amount, payment purpose and income code.
Notify the administrator
Send a written request with attachments before the funds are distributed. Refer to Law No. 179-FZ, Article 101 of Law No. 229-FZ and Article 213.25 of Law No. 127-FZ.
Apply to the commercial court if disputed
Identify the exact amount to be excluded. The court assesses the source, legal purpose and traceability of the funds.
