The federal “Housing” programme for 2018 has ended. Housing policy is now implemented through the state programme “Provision of Affordable and Comfortable Housing and Utility Services for Russian Citizens”, approved by Government Resolution No. 1710.
The programme does not mean that every applicant automatically receives a flat, subsidy or preferential mortgage. Eligibility depends on a specific legal ground, the applicant’s status, place of residence, regional rules and available funding.
What the programme covers
- improving housing conditions for eligible groups of citizens;
- resettlement from unsafe housing and renewal of the housing stock;
- development of utility infrastructure;
- housing certificates and other measures governed by separate rules.
How to check eligibility
- Identify the legal ground: housing-improvement registration, an eligible status, resettlement from unsafe housing, or another specific situation.
- Check regional and municipal rules, which usually set the registration process, document list and time limits.
- Prepare documents on household composition, registration, income and existing housing, subject to the requirements of the selected measure.
- Apply to the competent authority or through an available public service and keep proof of submission.
Buying property or resolving a housing dispute
