A certificate of no marriage record confirms the absence of state registration of marriage for a specified period. It does not replace a current marriage certificate or divorce documents. First identify the fact to be proved and the authority receiving the document.

What a no-marriage-record certificate confirms
Article 9(2.1) of Law No. 143-FZ provides for an unmarried person to receive a document confirming the absence of state registration of their marriage, based on the Unified State Civil Registry. The relevant period matters; the everyday description “currently single” is not a substitute.
For someone previously married, a certificate of no marriage registration relates only to a period when that person was not married. It does not erase an earlier marriage or establish that former spouses have no jointly owned property. For use abroad, check the receiving authority’s requirements for the period, translation, apostille or legalisation in advance: they depend on the country and recipient.
Where to request the certificate and what to prepare
- Identify the document and period. Check the receiving authority’s request and list any earlier marriage and divorce dates.
- Prepare your details. Name, date and place of birth, identity documents, former names and any known civil-record references.
- Choose the application route. Article 9 permits a personal visit, a postal request or an electronic request through Gosuslugi or regional portals. Application and delivery may also be handled through an MFC. Check the availability of the specific service and where the result will be collected.
- Establish entitlement. Identity and documents supporting the right to receive the record must be presented on collection. For another person acting under a power of attorney pursuant to Article 9(2), a notarised power of attorney is required.
- Check payment and retain the result. Use the selected authority’s current payment details and purpose, not details copied from an old publication.
Under Article 9(4), an unmarried person applying personally receives the no-marriage-registration document on the day of application. Where the relevant entry is absent from the electronic register, the law provides for checking the paper record. Do not promise same-day receipt for postal, portal or MFC applications: check the actual delivery route and conditions.
Tax Code Article 333.26(1)(6)–(7) sets the basic fee at RUB 500 for a duplicate certificate and RUB 350 for an archival information certificate. These are different documents. Check any applicable exemption and the particular action before paying; bankruptcy alone should not be treated as a universal fee exemption.
Which civil-registry documents are needed for bankruptcy?
Bankruptcy Law Article 213.4 lists family documents accompanying an individual’s own bankruptcy application. It does not name a no-marriage-record certificate as a separate universal attachment for every applicant. Where one is requested to clarify marital status, compare the request with the actual family history and the court’s direction.
| Situation | What to check and prepare | What a negative certificate cannot replace |
|---|---|---|
| Marriage continues on the filing date | A copy of the marriage certificate | A certificate for another period cannot replace evidence of the current marriage |
| The marriage has ended | A copy of the divorce certificate if issued within three years before filing, where available; the document-replacement route if lost | Evidence of the divorce itself and the earlier marriage |
| No marriage or a gap between marriages | The precise period to be established and, where necessary, a no-registration certificate for that period | History outside the stated period |
| Marriage contract or property division | The marriage contract, if any; a division agreement or court decision concluded or adopted within three years before filing, where applicable | Documents determining the property regime or division |
| A child | A copy of the birth certificate where the applicant is a parent, adoptive parent or guardian | Evidence of birth and the relevant family relationship |
The three-year references in the statute concern different events. For a divorce certificate, the provision refers to its issue date; for a property-division agreement or judgment, it refers to conclusion or adoption. This is not a rule allowing everything older than three years to be concealed: other documents may substantiate the application or be requested by the court.
Divorce does not automatically settle all jointly owned property issues. See bankruptcy after divorce. The broader evidence pack is covered in the bankruptcy application guide.
Check the evidence pack before filing
If the document is still outstanding, state when and where it was requested, attach confirmation and explain which fact it is intended to establish. The request is not the certificate and does not automatically extend a court deadline.
“To establish marital status during [dates], I requested [document type] from [authority]. The request was registered on [date, reference]. Available marriage, divorce and property-division documents have been supplied [list]. The outstanding document concerns [specific fact].”
Frequently asked questions
Does an absent passport marriage stamp replace the certificate?
Do not assume so. Check which document the recipient requires; the certificate is based on civil-registry records.
Can a representative obtain it?
Yes, subject to Article 9. Another person applying under a power of attorney from an entitled applicant requires a notarised power of attorney.
Must every bankrupt person provide this certificate?
Article 213.4 does not list it as a universal attachment. Check family circumstances, the evidence pack and the court’s precise direction.
Does it establish that no joint property remains after divorce?
No. Marriage-registration facts and property rights are different questions. Acquisition, the property regime and division documents must be examined.
Can the document be used abroad?
Ask the recipient about the period, format, translation and any apostille or legalisation. Russian issuance rules do not automatically determine a foreign recipient’s requirements.
