Documents for Buying an Apartment in Russia: Buyer Checklist

There is no single document pack for every apartment purchase in Russia. The required set depends on the owners, the seller’s title, a mortgage, children’s shares and the legal form of the transaction. A buyer should separate documents filed for state registration from documents used for legal due diligence.

Transfer instrument

The contract and registration applications form the legal basis for transferring title.

Property record

A current register extract identifies owners, restrictions and apartment details.

Additional evidence

Family, children, insolvency, agency and payment history require separate checks.

Documents commonly used for registration

  • a sale and purchase agreement in the legally required form;
  • state-registration applications generated when the documents are filed;
  • identity and authority documents for the parties;
  • a power of attorney where a representative acts;
  • consents, permissions or notarial instruments required for the particular transaction;
  • state-fee information where a fee is payable.
A paper fee receipt is not a universal mandatory attachment. Payment data may be checked through the state information system. Current details and the applicable amount should be confirmed before filing.

A handover certificate may be a separate document or part of the contract. Its function depends on the agreed terms; it should not automatically be treated as mandatory for every registration.

A utilities statement helps settle accounts but does not prove legal cleanliness. Capital-repair arrears require separate attention because Russian law may attach them to the new owner in the circumstances set by law.

When the pack becomes larger

Notarisation or additional permission may be required for a share, property owned by a minor or a person with limited capacity. A mortgaged apartment requires lender analysis. For an agent, verify both authority and validity. Inheritance, privatisation, life annuity, maternity capital and a recent seller insolvency each require a tailored title-history review.

Frequently asked questions

Must the buyer file an EGRN extract?

The registration authority normally accesses its own register. The buyer needs a current extract primarily for independent due diligence.

Is checking the owner and mortgage enough?

No. Matrimonial property, children’s rights, occupants, agency, insolvency and the seller’s title instrument may all be material.

Is the seller’s spouse always required to consent?

It depends on the property regime, when and how the apartment was acquired, and any marital agreement. Absence from EGRN is not a complete answer.

Can I rely on an old online checklist?

No. Requirements change, and the transaction may additionally involve a notary, lender, guardianship authority or other evidence.
