Physical cash in Russian personal bankruptcy is neither invisible nor automatically protected. It should be disclosed in the asset inventory, traced to its source and not spent outside the financial manager’s control where it forms part of the estate.
The prescribed asset-inventory form under Ministry of Economic Development Order No. 530 has a separate Section VI for cash and other valuables. A material cash balance should therefore be stated in the formal inventory as well as explained.
| Situation | Disclose | Core risk |
|---|---|---|
| Withdrawn before filing | Date, amount, account and purpose | Questions about remaining balance and movement |
| Held at home | Amount, currency, location and source | Incomplete inventory or statement mismatch |
| Received as income | Payer, period, basis and records | Mixing protected and ordinary funds |
| Owned by another person | Owner, transfer basis and custody record | Oral explanation may be insufficient |
| Foreign currency | Currency, amount and valuation date | Incorrect conversion or non-disclosure |
How to disclose cash
Count the balance
Record the actual amount and currency on the inventory date.
Identify the source
Link it to a withdrawal, income, sale, gift or protected benefit.
Complete the inventory
Enter it in the cash and valuables section.
Attach evidence
Use statements, receipts, agreements, payer certificates and expense records.
Notify the manager
Provide the information in writing and keep delivery proof.
Do not spend disputed cash
Determine treatment before using an unresolved amount.
Cash-source check
Mark the records that explain amount and purpose.
May a protected amount be kept in cash?
A subsistence allowance, maintenance and certain purpose-specific benefits may be protected, but physical form does not create that protection. Evidence should identify source, beneficiary, purpose, amount and the connection between the payment and remaining cash. Mixing salary, gifts and benefits in one account before a single withdrawal makes tracing harder.
💵 Cash wages: reconcile accrual, payment and remaining cash
- AccruedObtain the earnings and deductions for the period.
- PaidConfirm the actual date and amount received in cash.
- RemainingReconcile opening cash, new receipts and documented expenditure.
| Record | Question answered | Separate check |
|---|---|---|
| Payslip | How the amount payable was calculated | Accrual should not automatically be treated as actual cash payment. |
| Payroll record, cash document or employer confirmation | Amount and date actually paid to the worker | Was the same payment counted again as a transfer to a bank card? |
| Cash-balance reconciliation | Cash remaining on the selected date | Legal treatment and permitted use of each amount: arithmetic does not establish exemption. |
Hypothetical cash reconciliation
Opening cash was RUB 5,000, wages actually received in cash were RUB 52,000, and documented expenditure was RUB 17,000. The calculated balance is 5,000 + 52,000 − 17,000 = RUB 40,000.
A payslip showing RUB 60,000 accrued and RUB 8,000 withheld explains RUB 52,000 payable, but actual receipt requires separate evidence. The example determines neither tax, the protected amount nor whether a particular expense was permitted.
Outline for disclosing cash wages in writing
On [date], I received wages for [period] of [amount] in cash from employer [name]. The payslip and payment evidence are enclosed. Cash remaining on [date] is [amount]; a receipts-and-expenditure reconciliation is attached. Please take these records into account when identifying estate assets and the use of legally protected amounts.
Retain a copy and evidence of delivery. Do not ask the employer to change payment methods to conceal income. If protected funds are disputed, their legal basis needs evidence; writing “living expenses” in a personal spreadsheet is insufficient.

Frequently asked questions
Must a small wallet balance be listed?
The form calls for cash information. Practical detail depends on circumstances, but deliberate concealment is not acceptable.
May the subsistence amount be withdrawn and kept at home?
Withdrawal does not itself change legal treatment, but the protected release and actual balance should be evidenced.
What if cash was spent before the case?
Show date, purpose and expense proof. “Spent” alone may be insufficient after a material withdrawal.
What if cash at home belongs to a spouse?
Ownership and the family-property regime must be assessed using source and title evidence.
May it be hidden because the manager cannot find it?
No. The debtor must disclose assets; established concealment may affect discharge.
