Debtor documents · Traffic Police · Bankruptcy
In bankruptcy preparation, a “Traffic Police certificate” usually means evidence of registered vehicles. Start with an owner-based extract from the Russian State Vehicle Register. Checking a particular car by VIN answers a different question and does not automatically identify all vehicles associated with an individual.
Sources and applicable rules checked on 31 October 2026. This guide is for an individual obtaining records about their own assets.
All vehicles belonging to one registered holder, or extended information about a particular vehicle.
An extract, a notice that records are absent and a refusal to disclose information are different outcomes.
Compare VINs, registration dates, contracts and the asset inventory. A register entry does not replace analysis of title.
Which Traffic Police record is useful for bankruptcy?
Article 213.4 of Law No. 127‑FZ requires an asset inventory, evidence of rights and documents concerning relevant transactions. It does not prescribe one universal document entitled “Traffic Police certificate for bankruptcy” for every applicant. Additional evidence depends on the facts and the court’s directions. A register extract helps substantiate and reconcile vehicle information but does not replace the entire package.
| Document | Purpose | Limit |
|---|---|---|
| Owner-based extract | Check vehicles recorded in the register against a particular holder | Check identity details, the request’s scope and date. Do not treat it as an automatically complete history of every transaction over three years. |
| Extended extract | Clarify information about a particular vehicle and registration actions | Access is restricted to persons entitled under the rules. Specify the relevant date in the request where historical information is needed. |
| Short-form extract | Obtain information available to any applicant by VIN or another permitted identifier | It is not a search for all vehicles associated with a person and does not replace an owner-based extract. |
| Notice of absent records | Record that the requested information is not held in the register | It does not prove the absence of all assets, unregistered vehicles or earlier transactions. |
The inventory form and asset disclosure are covered separately in the personal bankruptcy asset inventory guide. Whether a vehicle may be retained is a different question: see vehicles in bankruptcy.
How an individual obtains their own vehicle records
- Define the task. Choose an owner-based extract to reconcile your vehicle list, or an extended extract for a particular vehicle.
- Prepare identification details. Check your full name, date and place of birth, identity document details and tax number if available. For an individual holder, the rules provide for a SNILS number or full name and date of birth as search criteria; a vehicle-specific request uses the corresponding identifier.
- Open the Gosuslugi service. Use the vehicle register extract service, check your details and the request type. Screen labels may change. Confirm the request through the service’s normal process.
- Retain the complete result. Download the document and request details, rather than retaining only a screenshot of a vehicle list.
- If the electronic route is unsuitable, enquire about paper issue through the Traffic Police. A personal paper application requires an identity document. Request content and a representative’s authority must be checked separately.
Register records are retained permanently, and archived or suspended entries remain available for disclosure under the applicable procedure. However, a particular response depends on the type and parameters of the request. If the court needs information about a former vehicle or a particular date, check that the result answers that question.
Issue periods, charges and currency of the information
Rule 24 of Government Resolution No. 1874 provides for electronic issue within seven working days after receipt of the request, or paper issue within ten days, unless legislation sets a different period. Do not plan a court deadline around a promise that a document will arrive “within minutes”.
An owner’s extended or owner-based electronic extract through Gosuslugi is provided free of charge. Paper documents and short-form extracts have different charging arrangements. Appendix 6 sets a RUB 400 charge for a paper owner-based extract, plus RUB 20 for each page beyond five. Do not apply these charges to cases with a statutory exemption.
Rule 31 states that the information is current when the extract is generated. It does not establish a universal “valid for 30 days in every bankruptcy” rule. If a transaction or registration action occurs afterwards, update the evidence and explain the change. Check any court directions concerning document dates separately.
How to check the response and explain discrepancies
| Finding | Evidence to compare | Next step |
|---|---|---|
| A vehicle is listed but was sold earlier | Contract, handover record, payment and registration dates | Disclose the transaction and discrepancy. Neither assert ownership solely from an entry nor hide that entry from the evidence package. |
| A vehicle exists in practice but is missing from the response | VIN, acquisition documents, holder details and request parameters | Clarify the request and basis of title. An empty response does not justify omitting a known asset. |
| No requested records are held | The official notice, rather than an empty service screen | Retain the notice and explain what was requested. Correct identity or search errors and submit an accurate request if necessary. |
| Disclosure is refused | The reason and the applicant’s entitlement to that extract type | Address the stated defect or assess the appropriate challenge. A refusal is not evidence that no vehicles exist. |
| Earlier registration actions are missing | The required date or period, available contracts and the extract’s scope | Request clarification of the necessary information and include transaction documents for the relevant period. |
Rule 30 distinguishes absent data from a lack of legal grounds for disclosure. A notice or refusal decision is sent within seven working days of receipt of the request. Other types of property require the corresponding information source: Traffic Police records are not a universal statement of every asset held by an individual.
What to request and include in an explanation
Please issue an extract from the State Vehicle Register concerning all vehicles belonging to me as the registered holder. Identification details: [information required by the form]. Delivery: [electronic / paper]. If the requested information is absent, please provide the notice prescribed by the rules. Date and signature.
This illustrates the task rather than replacing the service’s mandatory fields. If an extended extract is required for a particular date, identify the vehicle and date in that request. Send complete passport details and SNILS only through an official channel, not in public comments.
A court explanation can usefully include the request and proof of submission, the full response, acquisition and sale contracts, handover and payment evidence, and a discrepancy table linked to numbered enclosures. Separate recorded facts from explanations: “the extract records…”, “under the contract dated… the vehicle was transferred…”, and “a clarification request was submitted…”.
If the response has not arrived, retain proof of the request and submit available records with an explanation. A request is not a completed extract and does not extend a court-imposed deadline. For the broader package, see filing a personal bankruptcy application.
Frequently asked questions
I have never had a car. Do I need a certificate?
Check what your evidence package and the court’s directions require. If you submit a request and no records are found, retain the official notice. Do not substitute your own assertion that you have no property.
Will a VIN-check screenshot do?
It does not establish the entire vehicle list for a particular holder. Use the appropriate extract for that task and retain the issued document and its identifying details for the court package.
Does a refusal mean that no cars are registered to me?
No. It may concern the basis for accessing information. A notice that the requested records are absent is a different document.
Must a sold vehicle be disclosed?
Where relevant transactions exist, Article 213.4 requires vehicle transaction documents for the three years preceding the individual’s own application. Treat past disposals separately from assets currently owned.
Does the extract decide whether the vehicle will be sold?
No. It helps verify registration information. Title, security interests, matrimonial property and possible exclusion from the bankruptcy estate require separate assessment.
