A “payment organisation” is not one universal Russian legal status: first determine whether the debtor is a transfer operator, payment-system operator, infrastructure operator, payment agent or technical provider. That classification determines who received the money, which account recorded it, whether the transfer was final and who owes the claim. An app balance, special-account sum, customer payment and merchant payout may follow different rules.
