Annual Russian Residence Permit Notification: Filing Guide

Russian permanent residence permit (VNZh) holders must confirm residence annually. The general filing period is two months after each year following receipt of the permit ends. This is not a calendar-year return or renewal of an indefinite permit. After every fifth year of permanent residence, the notice must be submitted personally to the territorial MVD authority.

Checked on 2 November 2026. This guide applies the rules effective on that date. New Article 8 provisions taking effect on 1 January 2027 must not be applied early. Review the changed requirements before filing in 2027.

📅 Calculating the annual residence notification period

Article 8(11) links the duty to receipt of the residence permit: identify the end of each successive year and the following two-month filing period. Do not substitute the decision date, moving date or registration date without examining the documents. Keep evidence of actual receipt.

For example, if the successive year following receipt ended in October, gather information for that residence year rather than automatically for January–December. Calculate the exact last filing date from the underlying date and applicable time-calculation rules. Booking an appointment is not submission. After permit replacement, clarify the period using the receipt history and earlier notices rather than arbitrarily restarting the count.

An indefinite permit does not remove the annual notice duty. Confirming residence does not replace registration, compliance with residence conditions or other migration obligations.

↗ Where and how to submit

Address the notice to the territorial MVD authority at the place of residence, or place of stay if no residence address exists. After changing residence, file at the new location. Paragraphs 6–7 of Government Resolution No. 21 provide these routes.

RouteCheckImportant limit
In person at the MVDCompetent division, documents and acceptanceMandatory after every fifth year of permanent residence
Subordinate enterprise or authorised organisationAuthority to accept this specific notice in the regionNot every intermediary or public-services centre is authorised
Registered mail with delivery notificationAuthority address and the special postal acceptance procedureDoes not replace the fifth-year personal attendance requirement
Electronically through GosuslugiAvailability of the relevant service and document requirementsThe Rules require copies signed with the applicant’s enhanced qualified electronic signature; personal attendance applies in the fifth year

An ordinary email to the MVD, a portal draft or a general reception-office message should not be treated as proper filing of the annual notice. This article does not establish the technical availability of a specific electronic form on your filing date.

▤ Completing the form and income information

Use the form approved by Resolution No. 21, rather than an application to issue or renew a permit. Complete it legibly in Russian by hand or on a computer, without shortened words, abbreviations or corrections. Adults file for themselves; a parent or other legal representative files for a child under 18.

  • Give the full name and current address.
  • List workplaces and employment duration during the relevant year.
  • Report periods outside Russia and countries visited.
  • State income amount and sources for the same year.
  • Check passport and permit details, signature and recipient authority.

Distinguish permanent residence (VNZh) from temporary residence (RVP). As of the check date, paragraph 6 of the Rules requires permanent residents to present an identity document and the residence permit. The mandatory income attachments under paragraph 4 and the corresponding form field concern temporary residents holding RVP. Permanent residents must nevertheless truthfully complete income amounts and sources. The absence of that attachment requirement does not authorise invented income or remove separate financial-support conditions.

What to collect for preparation and cross-checking

Passport, residence permit, evidence of its receipt date, previous notice acceptance slips, address and moving records, employment and income information, and travel/border-crossing records. Certificates, statements and contracts help complete accurate information. Separate the working evidence file from the mandatory attachments for your filing route. For children, check the representative’s documents and authority.

The consolidated Article 8 already displays some new income-evidence requirements marked as taking effect on 1 January 2027. Do not transfer that future document package to a filing on 2 November 2026. Recheck the package if filing after the law changes.

✓ Proving acceptance

Paragraph 9 of the Rules provides for returning the detachable notice slip. For electronic submission, acceptance is confirmed by a copy of that slip signed with the authorised MVD official’s enhanced qualified electronic signature. Keep it, the notice, document copies and evidence of dispatch/delivery appropriate to your route.

The Rules allow the MVD no later than three working days after acceptance or receipt to record the acceptance date in its records. These are not three additional days for the applicant to file. If no acceptance evidence is issued or the record is missing, request a check and attach your submission evidence.

⚖ Missing the deadline or refusal to accept

  1. Reconstruct the exact chronology of permit receipt, residence year and submissions.
  2. Where valid reasons exist, assess filing under Article 8(11) no later than six months after the successive year ends, with evidence that timely filing was impossible.
  3. Six months is not the ordinary deadline: reasons and supporting documents are necessary.
  4. If acceptance is refused, request the reason and legal provision in a recorded form. Keep the correspondence and document package, then assess the appropriate challenge to the specific decision or inaction.

Late filing does not guarantee immunity from liability or automatically reverse existing decisions. A missed notice, cancellation of a residence permit and inclusion in the Register of Controlled Persons are separate legal issues. Read any decision’s actual ground and protection deadlines rather than assuming that sending a form automatically restores status.

Frequently asked questions and primary sources

Does an indefinite residence permit require annual notification?

Yes. Indefinite document validity does not remove the annual residence-confirmation duty.

Does the fifth-year notice replace annual notices?

No. Filing remains annual; after every fifth year the mandatory route is personal attendance at the MVD.

Can a child’s notice be sent by post?

A legal representative acts for the child. Check the route under the Rules for the relevant period; the every-fifth-year personal-attendance exception must not be ignored.

Must income be stated without an attached certificate?

Yes. Income amount and sources form part of the notice under Article 8(12). Attachment rules and the duty to provide truthful information are distinct.

Does a portal outage automatically extend the deadline?

No. Assess another permitted route, record the obstacle and substantiate a valid reason where necessary. A screenshot of an outage alone does not guarantee acceptance after the deadline.
