A Russian bankruptcy auction organiser manages the legal sale process: notices, applications, admission decisions, winner selection and result protocols. The role is distinct from the electronic-platform operator, which supplies the technical system while the organiser makes the procedural decisions for a specific auction.

Who May Organise the Auction

Under Article 110 of Federal Law No. 127-FZ, the insolvency administrator may act as organiser or a specialised organisation may be engaged in the statutory manner. Where a separate organisation is paid from estate funds, Article 20.3 requires SRO accreditation and absence of conflicts with the administrator, debtor and creditors.

The approved sale terms should identify the specialised organisation and engagement conditions where the administrator does not perform the role directly.

Organiser, Platform Operator and Appraiser

The organiser prepares the notice, receives applications, reviews documents, decides admission, runs an open-price auction, identifies the winner and signs protocols. The platform operator provides registration, electronic document exchange, time stamping and technical availability.

The appraiser does not select the winner. The appraiser supplies valuation evidence where required; the initial price and sale procedure are approved under the applicable bankruptcy rules.

Notices, Applications and Asset Access

The organiser publishes the Article 110 sale notice, receives applications and price proposals and verifies deposits and documents. Published requirements must be applied consistently.

The organiser must take reasonable steps to find buyers and provide access to the property and title documents, including inspection, photography and copying.

Protocols, Winner and Result Notice

The process produces an admission protocol and a result protocol. The winner is determined under the published criterion. Participants receive the electronic result protocol no later than the working day after signature.

Within fifteen working days after the result protocol or failed-auction decision, the organiser publishes the outcome in the prescribed sources.
