In brief: when there is an alleged debt for housing and utility services in Russia, first separate principal from penalties and check the period, meter readings, tariffs and payments. A sum shown in a bill is not automatically undisputed: the calculation and basis for each charge should be verified against documents.
What to request and compare
- bills for every relevant billing period;
- a detailed calculation of the claimed balance and penalties;
- meter readings, inspection records and recalculation information;
- payment documents and how received funds were allocated;
- the management agreement, details of the service provider and the basis for charges.
Resolving the issue without court
Send a written request to the provider or management organisation. Identify the disputed periods and amounts, attach payment records and request a reasoned calculation. If part of the balance is accepted, a payment schedule or instalment arrangement may be discussed; its terms should be recorded in writing.
Service restrictions and recovery
The procedure for restricting or suspending utilities, calculating charges and imposing responsibility is governed by specialised rules. The provider must follow the applicable process before such measures. Court recovery also requires review of the periods claimed, calculation and proper notice to the party.
Practical sequence
- Collect bills, receipts, bank statements and correspondence.
- Compare charges with meter readings and actual payments.
- Send a reasoned request to the provider.
- Do not ignore a court order, claim or notice: objection and procedural deadlines are limited.
Official basis
The rules on provision of utility services cover charges, recalculations, service restrictions and the provider-consumer relationship. The answer in an individual matter depends on the service, region, agreement and billing documents.
