EFRSB versus Kommersant
EFRSB is a structured electronic register. Its notices identify the case, court, procedure, insolvency manager, auctions and final events. Publication has legal consequences: creditors and third parties are deemed notified under Article 213.7.
Kommersant is the designated official newspaper for a limited set of information. Failure to find a name in its search does not prove that no bankruptcy case exists, and a newspaper notice does not replace the latest court order and EFRSB history.
Who publishes
In a court procedure, publication duties are generally performed by the insolvency manager. The statute defines mandatory notice types and identifying information. Publication costs are borne by the citizen under Article 213.7; the actual amount depends on the current operator tariff and the notice, so an undated universal figure would be misleading.
In out-of-court bankruptcy, information enters the register through the MFC process. A newspaper notice is not required for every out-of-court step.
How to find a notice
- Open Fedresurs and the bankruptcy section.
- Search by name, taxpayer number, SNILS or case number; surname alone is insufficient.
- Reconcile region, court and case number.
- Read the notices chronologically and identify the current procedure.
- Compare them with the commercial-court docket and the latest court act.
- Check the official newspaper notice where relevant, but not as the sole source.
What the debtor should verify
- correct name, identifying numbers, region and case number;
- procedure and date of the court act;
- insolvency manager and SRO details;
- auction notices and deadlines;
- completion notice and the court’s discharge conclusion;
- errors that may affect identification or creditor notice.
What a creditor should verify
The creditor should check not only that a notice exists, but also the filing deadline, procedure, register and appointed manager. Waiting for an individual letter may be risky because the law connects notice consequences with EFRSB publication.

Is there one complete list of bankrupt persons in Kommersant?
The newspaper database is useful, but the complete procedural history should be checked in EFRSB and the court docket.
Is the citizen’s home address published?
The statute defines identifying information and regulates cases with no Russian registration. A specific home address should not be repeated outside a lawful need.
Who pays for publication?
In a court procedure, the citizen bears publication costs under Article 213.7. The amount depends on the notice and current tariff.
Can a lawful notice be deleted after the case?
EFRSB is a public register of legally significant information. Completion does not automatically erase historical notices.
What if a notice contains an error?
Contact the insolvency manager and verify the prescribed correction or replacement notice mechanism.
