The financial-manager deposit
Article 20.6 of Federal Law No. 127-FZ sets fixed remuneration of RUB 25,000 for one procedure in an individual’s bankruptcy case. The money is paid into the commercial court’s deposit account. It is not an all-inclusive case price and does not eliminate other expenses.
Article 213.4 permits the debtor to request deferral of the deposit until the hearing on the petition’s merits. Deferral does not cancel the financing requirement. If the case cannot be funded and no other participant agrees to cover the expenses, the proceedings may end.
State duty for the debtor’s own petition
Article 333.21 of the Russian Tax Code establishes bankruptcy filing duties but expressly provides that a debtor applying for their own bankruptcy does not pay that duty. A creditor’s filing and separate disputes within the bankruptcy case follow their own rules.
Court and MFC procedures
The MFC out-of-court procedure is free. It is not an optional free substitute for court bankruptcy: all conditions in Article 223.2 of Federal Law No. 127-FZ must be met. If they are not, the individual must assess the court route.
How to review a budget before filing
- Determine whether the MFC route is legally available.
- List assets, income, transactions, creditors and enforcement cases.
- Separate the statutory deposit from variable expenses.
- Assess whether restructuring may be followed by asset realization.
- Define the lawyer’s scope, exclusions and additional work in writing.
- Do not treat payment for services as a guarantee of discharge.

Free Out-of-Court Bankruptcy Cannot Be Compared with Court Bankruptcy on Price Alone
The MFC route avoids a court deposit where statutory conditions are met, but is not available to everyone. A court case accommodates a different range of debts, assets and procedural work. In 2026 the manager’s fixed remuneration is RUB 25,000 per procedure, while amendments adopted in 2025 tie deposit timing to the period between acceptance of the petition and the merits hearing. Publications and actual expenses are separate. Estimate the real cost from the facts and likely procedure rather than one advertised figure. Separate court duty, the deposit securing the financial manager’s fixed remuneration, publications, postage and banking, document retrieval, valuation, auction, storage and professional services. Not every item arises in every case, but lack of realizable assets does not eliminate all mandatory administration. A law-firm fee does not replace the court deposit and should not be presented as that deposit. Request a written estimate naming each payee, payment date, refund condition and event that could increase the budget. Allow for a second procedure where the court first introduces restructuring and later realization because the statutory fixed remuneration applies to each procedure used.
