Credit Self-Ban After Bankruptcy in Russia: Setting and Removal

A credit self-ban after bankruptcy requires a separate application: completing the bankruptcy case does not replace it. It restricts new consumer credit and loan agreements within your selected scope. It neither discharges existing debts nor replaces the duty to disclose bankruptcy to a new creditor.

Current legal provisions checked on 21 October 2026. This guide covers Russia’s voluntary credit self-ban and its use following personal bankruptcy.

New agreements

Select banks, microfinance organisations, all covered channels or remote borrowing only.

Effective date

Use the date information enters the credit history, not merely the application submission date.

Separate rules

A voluntary restriction and the five-year bankruptcy disclosure duty have different legal bases.

A self-ban and the supposed five-year borrowing ban

Paragraph 1 of Article 213.30 of the Bankruptcy Law requires disclosure of bankruptcy when taking on credit or loan obligations for five years after completion of asset realisation or termination of the case during that procedure. This is neither a general five-year prohibition on credit nor an instruction to establish a self-ban.

After completion of out-of-court bankruptcy, Article 213.30 consequences run from completion of that procedure under paragraph 5 of Article 223.6. Keep completion evidence; do not substitute the date you applied to an MFC.

A voluntary self-ban follows Article 5.1 of Federal Law No. 218-FZ on Credit Histories. Check two distinct matters after the case ends: consequences of the bankruptcy outcome and any active self-ban in your credit history. Removing a self-ban does not cancel disclosure or guarantee a new loan approval.

Which credit agreements are covered?

You can select banks, microfinance organisations or both, and all covered contracting channels or remote agreements without attending in person. Check the selected conditions rather than relying only on a general active-ban status.

SituationWhat to checkPractical result
A new consumer credit or microloanCreditor type, contracting channel and effective dateThe restriction must cover that particular agreement
Mortgage or vehicle-secured creditThe actual contractual securityThese agreements are excluded from this mechanism
A state-supported main education loanConditions under Article 104(4) of Law No. 273-FZA special exclusion applies; an ordinary online-course loan is not automatically within it
An earlier loan or existing credit cardAgreement date and transaction typeA self-ban neither closes the old debt nor automatically blocks use of an existing limit

The Bank of Russia explains the mechanism’s coverage and limits. Providing a guarantee or blocking a payment card is also different from restricting new consumer borrowing.

Setting a self-ban through Gosuslugi or an MFC

  1. Choose the appropriate scope. For example, restrict remote MFO borrowing or choose the broadest option for banks and MFOs. A partial restriction leaves other covered borrowing channels available.
  2. Check personal details. The application uses your name, birth date, identity-document details and taxpayer number. Mismatches can cause refusal to accept it.
  3. Apply through an authorised channel. Find the consumer-credit self-ban service on Gosuslugi. Alternatively, attend an MFC with your identity document, regardless of your place of residence or stay.
  4. Check the outcome. Keep the notification, selected conditions and effective date. A submitted application and an active restriction are different states.

The service is free and applications may be made without a numerical limit. Existing loans do not themselves require early repayment before setting a ban. If a data mismatch causes refusal, correct the specific discrepancy and check the result of a new application.

When a self-ban and its removal take effect

Article 5.1(21) of Law No. 218-FZ sets different dates: a ban begins on the calendar day after information enters the credit history; removal takes effect on the second calendar day after removal information is entered. Do not count solely from pressing the submit button.

Hypothetical calendar example. If setting information enters the credit history on 21 October 2026, the ban starts on 22 October. If removal information enters on 21 October, removal takes effect on 23 October. These are separate scenarios, not simultaneous applications. Dates use Moscow time; rely on confirmation that information was actually recorded.

Under paragraph 19 of the same article, a bureau records information on the receipt day for an application received before 22:00 Moscow time, or on the next calendar day if received after 22:00. Submission through a channel and bureau receipt may occur at different times, so check the final notified date.

Removing a self-ban after bankruptcy

You may use an MFC or apply electronically with an enhanced qualified electronic signature through the statutory process. Removal requirements are stricter than setting requirements: do not assume ordinary sign-in is enough for both. Use the official signing method offered by the portal and do not give an intermediary your signature or verification codes.

  1. Assess why new borrowing is needed and whether instalments are affordable after essential expenses.
  2. Apply for removal. Under Article 5.1(22), this removes all earlier bans whose start dates precede the effective removal date.
  3. Wait for the effective date and check current status. To replace a full ban with a partial one, remove it first, then apply with the desired conditions and check the new start date.
  4. Disclose bankruptcy in the new application if the applicable five-year period is still running. The creditor decides whether to lend.

Do not assume a voluntary ban has ended simply because five years have passed since bankruptcy. These time rules belong to different mechanisms.

What confirmations to keep

Self-ban checklist after bankruptcy completion

If a loan appears despite a ban: preserve evidence and compare the agreement date, effective restriction and the creditor’s checks, rather than only the payment date. Part 6 of Article 13 of Law No. 353-FZ identifies circumstances in which performance cannot be demanded. Its statutory conditions matter; a current active-ban entry alone does not determine every earlier loan.

If an agreement already appeared despite a ban, see the detailed guide to disputing the loan and credit-bureau entry.

Frequently asked questions

Does bankruptcy automatically ban new borrowing?

Article 213.30 does not impose a general automatic five-year borrowing prohibition. It requires bankruptcy disclosure for the specified period. A voluntary self-ban is set separately.

Can I set a self-ban while debts remain?

Existing loans do not themselves prevent setting one. The ban concerns new agreements within the selected scope and does not discharge earlier obligations.

Will a self-ban close my credit card?

It does not replace closing the card and agreement or automatically restrict an existing limit. A new card agreement and transactions under an existing agreement need separate assessment.

Will removing the ban improve my credit history?

It changes the voluntary restriction’s status but does not erase bankruptcy, arrears or earlier agreements. Factual errors require a separate dispute.

Can I remove it immediately before receiving a loan?

Account for the statutory effective date: the second calendar day after removal information is recorded. Submitting an application does not mean immediate removal.

Must I pay an intermediary to set or remove it?

The statutory service is free. Use official channels, preserve the outcome and do not share account or signature access.
