GIMS Certificate for Russian Bankruptcy: Checking Small-Craft Records

Personal documents · GIMS · Small craft

A GIMS certificate for bankruptcy concerns small-craft records, not cars or all of a person’s assets. An individual can use a dedicated Gosuslugi service to request information about themselves. Choose the certificate showing the presence or absence of craft, retain the official response and reconcile it with your documents.

Checked on 31 October 2026. This guide is for individuals collecting evidence about their own assets.

A certificate concerning a person and an extract about a particular vessel answer different questions.

⌕ Reconcile the facts

A current entry, a deregistered vessel and an absence of records call for different explanations.

Why request an Emergencies Ministry certificate for bankruptcy?

In the context of an individual’s assets, the relevant body is the State Inspectorate for Small Vessels, GIMS, within Russia’s Emergencies Ministry. This is not a fire-safety document or a ministry licence. The official service supplies register information about small craft that are registered or have been deregistered.

Article 213.4 of Bankruptcy Law No. 127‑FZ requires a debtor filing their own application to provide an asset inventory and related evidence, together with documents concerning the transactions specified by law over the three-year period. It does not name a GIMS certificate as a separate universal attachment for every applicant. Check the facts and any court directions: a request for additional information should be answered within its actual scope.

No entries does not mean no assets of any kind. There are different ship registers, and some objects are not subject to state registration. A GIMS response cannot establish the absence of all property. Disclose a known asset on the basis of the documents and facts even if it does not appear in a particular response.

The asset inventory and general bankruptcy filing package are covered separately.

How to obtain information about your own small craft

  1. Open the official service. On Gosuslugi, find information about the presence or absence of small craft through the Transport — Driving — Small Craft section or Robot Max search. The direct link published by the ministry is the small-craft information service.
  2. Select your actual capacity. An individual requests information about themselves. Do not choose a representative or other authorised-applicant route without the necessary authority.
  3. Check identifiers and parameters. Compare the name and identifying details in the form with your documents. If your surname changed or you need historical entries, state this in an available field or separately clarify the search procedure with GIMS.
  4. Retain the submission confirmation. Record the reference, date and expected response period displayed by the service.
  5. Download the result from your account. Keep the complete document and any separately supplied signature file. A notification that the service was completed is not the document itself.

An extract about a particular vessel has a different subject. Paragraph 26 of Regulation No. 566 refers to the form in Appendix 7, which includes the vessel’s identification number and register-entry number. Identity is established for an in-person application, and a representative must establish authority. Do not invent a vessel number when your actual question is whether any records exist under your name.

How long does it take and is there a charge?

The official Sevastopol ministry page describes a free electronic certificate issued within three working days. The Bashkortostan page states two working days. Before submitting, therefore, check the period in the particular service and keep it with the request reference. These explanations do not justify promising every applicant one identical period regardless of the application route.

Distinguish the electronic certificate service, a formal register extract under the regulation and an ordinary citizen’s enquiry. For an ordinary enquiry under Law No. 59‑FZ, a territorial ministry page separately describes a 30-day consideration period from registration of the enquiry. Article 12 permits an extension in specified circumstances with notification to the applicant. Do not automatically apply that period to the electronic certificate, or the shorter service period to every letter.

A court deadline and an authority’s processing period are different. If the response has not arrived, provide proof of the request and the available documents, explaining what remains outstanding. Making a request does not itself extend the court’s deadline.

Ministry Order No. 588 of 3 August 2026 takes effect on 1 March 2027. Its future procedure is not treated here as law already in force on the review date.

What to check in the response

SituationEvidence to collectNext step
A current vessel entry existsThe response, ship’s document, acquisition evidence and information about restrictionsReconcile the asset and right with the inventory; separately check the share, security and matrimonial-property position.
A deregistered vessel appearsThe date and grounds for removal, contract, handover or loss evidenceSeparate history from current assets. Deregistration alone does not explain what happened to sale proceeds.
A contract records a sale, but the right remains registeredThe contract, payment, handover record, registration documents and correspondenceDo not declare the register wrong solely because of the contract. Check the transfer of rights and the appropriate way to resolve the conflict.
No records, although a boat or other asset is knownSpecifications, acquisition documents, registration and owner detailsIdentify the applicable register and registration requirement; disclose the known facts.
Error, refusal or incomplete responseThe actual message, request parameters and correct identifiersClarify the reason and submit a corrected request. A technical error does not prove that property is absent.

Vessel registration also concerns rights: Inland Water Transport Code Article 16 governs their recognition and confirmation by the state. A registered right may be challenged through court proceedings. A conflict with a contract therefore requires separate legal analysis, rather than mechanically deleting an item from the inventory.

Car records follow a different route: see the Traffic Police certificate for bankruptcy. One authority’s response does not replace another authority’s records.

Preparing an explanation for the court

Outline of an explanation about the information received

In response to request [reference] of [date], a GIMS response dated [date] was received. It states [accurate content without a broader inference]. Compared with [list of documents], the following discrepancy appears: [description]. To clarify it, [a request was submitted / a document was obtained — state the action actually taken]. Supporting documents are attached under references [references].

Do not present a preliminary explanation as a proven conclusion about ownership. For example, “the response contains two registration entries” is not the same as “I own two vessels”: first check whether the entries concern distinct objects and remain current. Several historical entries for one vessel must not be counted as several assets.

These tick boxes help you review the package on this page. They do not send a ministry request or file documents with the court.

Frequently asked questions

Are an Emergencies Ministry certificate and a GIMS certificate the same thing?

For information about small craft, the intended document is usually a GIMS record within the ministry’s remit. Clarify the subject: fire-safety documents do not answer this asset question.

Must I visit an office after receiving the electronic response?

The official Ingushetia ministry guidance recognises the electronically signed certificate as an official document and does not require a duplicate request. A separate enquiry may be needed to clarify a particular discrepancy, rather than simply to repeat the response on paper.

What if I have never had a vessel?

If the information is requested for your evidence package, retain the official response showing no records. Do not replace it with a blank screen or service error, and do not extend its meaning to other types of assets.

Is another certificate required after a surname change?

First check the identifiers used in the search. If the response is incomplete, provide your former surname and supporting document through an official channel. Do not infer that historical records are absent from a search using only current details.

Does the certificate prove that a boat will not be sold?

No. It concerns register information. The bankruptcy estate, third-party rights and any exclusions require a separate assessment of the evidence and circumstances.
