Buying and Registering a Car in Russia: Ownership and Documents

RUSSIAN LAW · UPDATED 19 SEPTEMBER 2026

Car ownership and traffic-police registration are separate legal issues. A purchase depends on the contract and handover terms; the new owner must then update registration within the statutory time limit.

Before payment

Check the seller, VIN, documents, restrictions and pledge information.

At handover

Record the price, payment, condition, accessories and delivery date.

After purchase

Apply for the registration action within 10 days of acquiring the relevant ownership rights.

Your route, step by step

  1. Check the vehicleSeller, VIN, restrictions and pledges
  2. Document the purchaseContract and payment evidence
  3. Record handoverCondition, keys and documents
  4. Apply for registrationObserve the statutory 10-day period

When ownership passes

Under the general rule in Civil Code Article 223, ownership of movable property passes on delivery unless the law or contract provides otherwise. Read the actual contract. A registration entry does not replace the transaction or cure defects in the seller’s title.

A power of attorney is authority to act for another person, not a sale. Purchase under a contract with the owner or a properly authorised representative.

Checks before paying

Compare the seller’s identity, acquisition documents, vehicle passport or electronic passport information and registration certificate. Inspect the VIN on the car. Separately check wanted-vehicle and registration restrictions through official traffic-police services, and pledge notices through the Federal Notarial Chamber register. Keep dated results.

A clean result in one database is not a guarantee against every risk. An unusually low price, successive unregistered resales or refusal to show original documents requires more investigation. A mechanical inspection answers a different question and does not replace legal checks.

Contract and handover record

Identify the parties and car, including its VIN, actual price, payment method, delivery and title-transfer terms. Record known defects, documents, keys and equipment. Payment evidence should match the real transaction. Do not sign blank forms or backdate the sale.

Registration documents

Article 8 of Act No. 283-FZ requires an application within 10 days when the owner changes. Prepare the application, identity document, vehicle documents and acquisition evidence, plus representative authority where applicable. Statutory fees and vehicle inspection requirements depend on the registration action.

A diagnostic inspection card is required, among other cases, when ownership changes for a vehicle more than four years old, counting the year of manufacture. This differs from the registration officer’s vehicle inspection. The requirement to present OSAGO insurance for registration was removed from 1 March 2025; separate compulsory insurance rules for using the car still apply.

If registration is refused

Obtain a written decision explaining the reason. A document error, enforcement restriction and VIN problem require different responses. Keep the contract, payment evidence and seller correspondence. The solution may involve correcting the issue, challenging the refusal or pursuing the seller. A promise of registration in 20 minutes is not a legal guarantee.

Frequently asked questions

Does the registration certificate exclude debt or pledge risks?

No. Check restrictions, pledge information and the seller’s acquisition basis separately.

Can a representative register the car?

Yes, with proper authority. Required documents depend on the power of attorney and registration action.

Does refusal automatically terminate the sale?

No. Identify the reason and the remedy available under the contract and applicable law.
