In Russia, the management method for an apartment building, including the choice of a management company, is decided by the owners at their general meeting. A single resident can raise the issue and help organise the meeting, but cannot replace the collective decision with a personal instruction.

Start with the existing arrangement
Check who currently manages the building, the management agreement, its term and termination provisions, and the information published about the building and management organisation. The decision to choose or change the management method is binding on all owners when it has been adopted in the legally required way.
Put clear questions on the meeting agenda
The agenda should state the proposed change unambiguously. Depending on the situation, the owners may need to decide on ending the current management agreement, selecting the new management organisation, approving the terms of management and authorising the persons who will handle follow-up documents. The wording and the voting procedure matter if the decision is later challenged.
Practical sequence
- Collect the current management agreement, meeting records and information about the building.
- Check the proposed management organisation, including information available through the official housing-information system and its licence status.
- Organise the general meeting under the applicable rules and document its notices, quorum and votes.
- Record the adopted resolutions accurately and submit the required documents through the applicable regional process.
- Follow the transfer of technical and management documentation to the new responsible person or organisation.
