Who needs a work patent
The system generally applies to temporarily staying visa-free foreign nationals. EAEU nationals and residence-status holders are commonly exempt.
Other exemptions depend on actual status and are listed in Article 13 of Federal Law No. 115-FZ. A patent authorises work only in its stated region.
Application process in Moscow
1. Entry and registration. Check the passport, migration card, lawful stay and migration registration.
2. Application. File on time through the authorised centre and select the correct region of work.
3. Procedures. Complete fingerprinting, a photograph, medical checks and the knowledge test where required.
4. Issue and tax. Check the patent details and pay the fixed advance personal income tax for the intended period.
5. Employment. The contract and workplace must comply with the territory and statutory conditions.
Documents usually required
Application; identity document and translation; migration card; migration registration; medical insurance; authorised medical certificates.
Also prepare proof of Russian-language, history and law knowledge or an exemption, plus proof of the fixed advance tax payment.

Validity and monthly tax payments
A patent is issued for one to twelve months and remains valid for the period covered by timely fixed advance tax payments.

Pay before the next period begins. Keep receipts and check the taxpayer number, budget code, municipal code and payment purpose.
What to do after receiving the patent
Check the document and sign a contract. Verify personal data, passport, region, work and territory.
Notify the authority. Within two months after issue, send the issuing territorial authority a notice and contract copy.
Check the employer duty. The employer separately notifies the authority when the contract begins or ends.
Refusal and cancellation risks
Risks include false data, unlawful stay, missing documents, medical grounds, unpaid tax and work outside the authorised territory.
Other grounds are in Federal Law No. 115-FZ. A remedy depends on the ground, but work must not continue without a valid basis.
