Enrolling a foreign child in a Russian school starts with checking documents and the applicable procedure. Buying nominal address registration or booking an unrelated language exam is not a substitute. The ordinary route involves an application, document checks, a referral for testing and the school’s decision. Transfers and specified categories have exceptions.
Checked on 4 November 2026. Admission Order No. 458: edition of 14 January 2026; Order No. 727 amendments effective from 20 October 2025. This is the ordinary route; special grounds require separate checks.
◇ Identify the status and type of admission
Establish the child’s nationality, intended grade, previous schooling and legal representative. First admission, transfer from another school and entry into upper secondary education after Russian state final certification are different situations. A missing citizenship endorsement on a birth certificate is not enough to establish foreign nationality: see child citizenship and the correct procedure.
Check the school assigned to the residential area and available places. The school publishes its admission rules and application sample. School enrolment does not replace the child’s migration registration or cure an absence of lawful immigration grounds.
▤ Check documents before filing
Use paragraphs 26¹–26³ of Order No. 458 rather than one checklist for every family. Match the following groups to the child’s circumstances under the ordinary route.
| Group | Checks |
|---|---|
| Identity and representation | Child and applicant identity documents, birth or other relationship evidence, and representative authority |
| Lawful presence in Russia | Valid child and representative documents appropriate to their status; dates and consistent information |
| Additional information | Statutory fingerprint-registration evidence, medical conclusion and taxpayer identification; SNILS, employment and previous Russian-language study subject to the relevant “if available” qualifications |
| Translation and special categories | Russian-language documents or properly certified Russian translations; paragraph 26² categories and the Belarusian-citizen rules in paragraph 26³ |
This table helps check the package; it does not replace the provision. Do not order a missing document solely because of an oral demand: request the applicable paragraph. For electronic filing, paragraph 27¹ addresses documents that can be verified electronically. Keep the precise submitted version and acceptance evidence.
↗ Filing and separate deadlines
Paragraph 23¹ provides for Gosuslugi, available regional electronic systems or registered post with delivery notification. Do not import every method in the general paragraph 23 into this special route. The school checks completeness within five working days; incomplete packages are returned without consideration. A complete package undergoes authenticity verification within 25 working days.
Following confirmation, the school issues a testing referral unless an exception applies. Under Order No. 170, a parent or representative must attend the testing organisation to book a test no later than seven working days after the day the referral is received. Check the schedule, venue and admission documents. These deadlines govern different actions; adding them together does not produce a guaranteed enrolment date.
✓ Testing, transfers and another attempt
Ordinary testing has oral and written components; first-grade admission uses an oral test. Use demonstration materials and assessment criteria published by the authorised organisation. A paid intermediary’s certificate should not be treated as a substitute for the prescribed referral and result.
A transfer between schools under the established procedure does not require a fresh referral. Entry into upper secondary education has a separate route for a Russian basic-general-education certificate obtained after successful state final certification. A foreign school record alone does not establish that exception.
After an insufficient result, the general retesting interval is at least three months. Order No. 727 identifies categories with special oral-testing and retesting arrangements: resettlement programme participants and families, specified traditional-values RVP recipients and families, and diplomatic categories. Establish the precise documented status; the exception does not cover every RVP holder. Passing the test does not remove other admission requirements.
! Returned documents, no places or a disputed result
- Obtain a written response. An incomplete package, unreliable information, test result and lack of places call for different remedies.
- Prepare a chronology: application, attachments, reference number, referral, test date and response.
- For incompleteness, identify the missing items and submit a corrected package. If no places are available, contact the education authority about placement at another school.
- If you disagree, request reasons and the applicable review procedure from the school or education authority. Court proceedings require separate identification of the issue, respondent and time limit.
Also monitor the lawful stay period: waiting for a school response does not itself extend it.
Questions and checked sources
Does address registration guarantee a school place?
No. Address, lawful stay, documents, testing and available places must be assessed under their respective rules.
Does every foreign child need a new test when transferring?
No. Paragraph 23¹ distinguishes a transfer under the established procedure. Provide the appropriate previous-schooling and transfer documents.
Is the three-month wait after failure universal?
It is the general rule, but Order No. 727 provides category-specific exceptions. Check the documented status.
Can documents be submitted in English?
Documents must be in Russian or accompanied by properly certified Russian translations. This English article explains the process and does not replace the Russian-language application.
