Gostekhnadzor Certificate for Bankruptcy: Requesting Machinery Records

Personal bankruptcy documents · self-propelled machinery · register checks

A Gostekhnadzor certificate helps establish records of self-propelled machinery and registration actions for Russian bankruptcy proceedings. It may concern a tractor, snowmobile, loader or other equipment covered by this register. An entry in a person’s name does not always establish sole ownership, and a negative response does not justify omitting known assets.

Reviewed on 31 October 2026. This guide is for an individual gathering evidence about their own assets.

⚙ Identify the register

Self-propelled machinery, road vehicles and small craft follow separate record-request routes.

▤ Define the information

Specify whether current entries, past actions or both are required.

⌕ Check the legal basis

Ownership, co-ownership and leasing need different explanations.

What the certificate establishes and when it is needed

Gostekhnadzor is the regional technical-supervision authority responsible for registration of self-propelled machinery and other relevant equipment. Its certificate does not replace Traffic Police records for road vehicles or a GIMS small-craft certificate.

Bankruptcy Law Article 213.4 requires an asset inventory and documents confirming rights to property, along with documents on the transactions specified by law over a three-year period. It does not name a Gostekhnadzor certificate as a separate attachment universally required of every applicant. Check the circumstances, the evidence already available and the precise terms of any court direction.

Articles 7 and 8 of Law No. 297-FZ link state records to FGIS USMT, the federal information system for tractors, self-propelled machinery and their trailers. The system holds registration, holder, inspection and other statutory information. Its existence does not mean that every response necessarily supplies a complete nationwide history: read what the issuing authority actually checked and confirmed.

The register check supplements the inventory. If machinery exists but is unregistered, do not leave it out merely because the response is negative. Explain the known circumstances and attach available acquisition evidence. See the asset inventory guide for the broader process.

Where to obtain records and which request to choose

Government Resolution No. 625 of 29 May 2026 introduced the Rules effective from 1 September 2026. Paragraph 62 provides for certificates of registration actions to holders or their representatives: electronically through Gosuslugi or a regional portal, or on paper following a personal application to Gostekhnadzor. Electronic certificates carry an enhanced qualified electronic signature.

  1. Find the regional authority and service listing. The catalogue may describe a certificate of completed registration actions. Check the provider and the selected region.
  2. Specify the information needed. Machinery currently registered in your name, earlier actions, deregistered equipment and a particular historical period are different request parameters.
  3. Check your identifying details. Use accurate personal information; disclose a change of name or identity documents in the relevant field or an accompanying explanation.
  4. If a representative applies, prepare evidence of authority. Check the required form and attachments against the current service procedure. Do not import the requirements for registering a new machine into a simple certificate request.
  5. Keep the submitted request and its registration date and number. Download the actual response and any separate signature files supplied with it.

If you have never held such machinery, ask the regional authority how to obtain confirmation that no equipment is registered in your name. Do not apply to register a fictitious machine merely to reach the certificate service. A response stating that no records were found, a refusal to issue information and a portal error are different outcomes.

Time limits, payment and the scope of the response

Check the current administrative regulation and the listing for the certificate itself. A machinery-registration deadline must not automatically be treated as the certificate deadline, and a two-day turnaround cannot be promised to every applicant. Paragraph 67 of the Rules regulates the state machinery-registration service; its procedural stages and deadlines must be matched to the request actually made.

Check payment separately: the state duty for registration actions and a possible certificate charge are different matters. Do not pay using details copied from an old news item or assume that a service is free because it is available through Gosuslugi. Verify the current legal basis, amount and payment purpose with the provider. If your route does not require payment, no extra payment is needed.

Before submittingWhat to retainWhy it matters
Provider and territoryAuthority name, selected region and stated coverageAvoid presenting a limited response as wider confirmation
Date and periodThe record date and requested historical intervalSeparate current assets from past actions
Service deadlineWorking or calendar days and the starting eventPlan submission to the court correctly
Payment and outputCurrent service listing, charge basis if applicable, electronic or paper formatAvoid paying for another service and obtain the required document
Incomplete or incorrect responseRequest, authority message, machinery identifiers and supporting papersFormulate a clarification rather than equating refusal with absence of assets

If a court deadline is approaching, submit evidence of your timely request and explain what information is outstanding. A request for additional time or assistance in obtaining evidence must be substantiated; requesting the certificate does not itself extend the court’s deadline.

Distinguishing ownership, leasing and archived records

Co-ownership. Paragraph 27 permits equipment belonging to several owners to be registered in one owner’s name with the written consent of the others. The name in the certificate therefore does not by itself establish the size of that person’s share. Check acquisition documents and evidence identifying the owners.

Leasing. Paragraph 29 permits registration in the lessor’s or lessee’s name under their written agreement. Where an individual is the registered holder, compare the entry with the leasing contract, handover and any buyout documents. Registration alone does not automatically make the machine that individual’s property.

Termination and deregistration. Article 7 of Law No. 297-FZ distinguishes termination of permission to operate from moving an entry to the archive upon deregistration. An archived entry does not prove that the debtor still owns the machine; termination of permission to operate does not itself establish a sale. Identify the underlying event: disposal, scrapping or another circumstance.

An old entry after a sale. Collect the sale contract, handover record, payment evidence and registration-action records. Paragraphs 50–53 regulate deregistration, including disposal. Explain the mismatch and establish how to correct the records or complete the appropriate action. Do not simply declare the register wrong without supporting documents.

Illustrative example. A response contains three entries: one owned machine, one machine under a current lease and one archived entry for a sold machine. These are three entries, not proof of three owned machines in the bankruptcy estate. Each entry needs documentary classification; the example does not determine the treatment of any actual asset.

Request outline and court evidence pack

The following is a content outline, not an official application form. Use the prescribed form where the portal or regulation requires one.

Please provide information about self-propelled machinery and other relevant equipment registered in my name as of the response date, together with registration actions during [dates], including deregistration information where available. The purpose is to establish my asset position when preparing documents for bankruptcy proceedings [case number, if assigned].

Please identify the date and the territorial and historical scope of the information supplied. If no entries are found, please state that result. My identifying information and any representative’s authority are supplied as required by the service. Requested delivery method: [available option].

Mark the completed parts of your evidence pack:

Attach the certificate together with the documents relevant to its entries, rather than in place of them. If you are buying equipment from another debtor’s estate, use the separate bankruptcy-auction machinery checklist.

Frequently asked questions

Does a Traffic Police certificate replace Gostekhnadzor records?

No. They are different record systems. First identify the type of machine and the authority responsible for it.

If I never owned a tractor, do I need a certificate?

Check the particular evidence pack and court direction. Do not assume either that everyone must obtain one or that never having owned a tractor automatically removes the need for a request: the register covers other equipment too.

Can I use an electronic response?

Paragraph 62 provides for an electronic certificate with an enhanced qualified signature. Keep the official file and signature and comply with the rules for your chosen court-filing method. A screenshot of the application status is not the response.

Will leased machinery count as my property?

Not automatically. Registration may be in the lessee’s name. The contract, title, buyout and other relevant circumstances must be checked.

No assets appear in the response, but I have a machine. Can I omit it?

No. An absent entry does not remove the duty to provide truthful information. Disclose the known asset, explain its registration position and attach available documents.
