Replacing Vehicle Registration Plates in Russia: Key Steps

Short answer. A damaged, lost or stolen Russian vehicle registration plate does not always call for the same procedure. Distinguish the physical production of a plate carrying an existing assigned number from a registration action with the traffic police, and check the vehicle documents first.

Two different issues

SituationWhat to checkWhere to start
A plate is damagedWhether the assigned number and registration document are availableWith an authorised manufacturer or a registration office, depending on the facts.
A plate is lost or stolenRegistration details, vehicle documents and the reason for the requestDo not assume that ordering a plate resolves the issue; assess whether a registration action is needed.
The registration certificate is lost or data has changedThe full set of registration documents and the basis for the changeAt a registration office; producing a plate does not replace issuing registration documents.
There are signs of forgery or a search recordTraffic-police information and vehicle documentsDo not use disputed plates independently; the authority’s review determines the procedure.

What a duplicate plate means

Rules for manufacturers provide for production of vehicle registration plates on the owner’s application when identity documents and documents identifying the vehicle and its assigned number are presented. That is not the same as assigning a new number, changing registration data or issuing a new registration certificate.

For that reason, it is not safe to assume that every loss can be resolved only by producing a plate, or that every damaged plate necessarily requires a new number. The outcome depends on the registration situation, documents and grounds for the request.

Practical steps

  1. Record what happened: damage, loss, theft, absence of one plate or missing documents.
  2. Check the registration certificate, owner information and assigned number.
  3. If only physical production of a plate is at issue, confirm the manufacturer’s authority and document list.
  4. If documents are missing, registration details changed or an official review may be required, use the registration-service route rather than only ordering a plate.
  5. Keep the application, payment documents and papers issued after the request.

What not to do

  • do not repaint or alter characters on a registration plate yourself;
  • do not use a plate whose readability is doubtful;
  • do not treat production of a plate as a solution to every registration issue;
  • do not give vehicle documents or data to an unverified manufacturer.
