Registration and bidding are separate
The operator first registers the user under section II of Order No. 495. A separate application is then made for the specific auction. Establish whose account and capacity apply: individual, entrepreneur, company or representative.
The general registration-review period is no later than three working days. Do not leave initial registration until the final hours of application acceptance. Use the platform identified in the sale notice.
If no lot is selected yet, start with finding and verifying the notice. For the buyer’s signature and authority, see the qualified-signature checklist.
Check the information and evidence
Article 110(11) prescribes application content and prohibits requiring additional documents and information beyond that article. Distinguish user-registration evidence from the specific lot application.
| Item | Check | Common error |
|---|---|---|
| Applicant | Identity or company name, address and required identifiers | The applicant differs from the intended buyer |
| Contacts | Telephone, email and postal address | Receipts and protocols go to an inactive address |
| Authority | Signatory and legal basis | Representative authority does not cover the action |
| Interested-party information | Required disclosures and relationship where relevant | Omission or inaccurate disclosure |
| Price | Whether required and applicable form and period | A price from another stage is used |
| Deposit | Account, amount, deadline and receipt | Bank instruction exists but receipt is unverified |
Submit and retain proof
- Download the current notice, attachments and lot requirements.
- Check that readable files open and concern the correct applicant.
- Verify the qualified signature and authority. Order No. 495 requires a signed electronic message.
- Submit through the platform before the deadline.
- Retain the number, exact registration time, receipt and transmitted file set. Ensure it is not merely an account draft.
- Check the admission decision separately.
Uploading a file, registering an application and admission are three different events. See the separate deposit guide for amount and refund issues.
Amend or withdraw an application
Article 110 permits amendment or withdrawal before the application deadline. Order No. 495(4.3) provides for a new application after withdrawal of the original; the operator must prevent submission of a replacement without that withdrawal.
🔁 Replacement checks
Retain the original number and withdrawn status; submit the replacement in time; verify attachments, signature and period price; obtain its receipt; reconcile deposit requirements. Editing a local file does not amend the transmitted application.
Do not assume that documents can be freely replaced by an email after closure. For a technical failure preserve the timestamp, error and support-ticket number; do not alter evidence retrospectively.
If admission is refused
Article 110(12) identifies a non-compliant application, non-compliant or inaccurate evidence and unconfirmed deposit receipt at the admission-protocol date. The decision is recorded in a protocol and may be challenged through the prescribed procedure.
Build a comparison: actual refusal ground → statutory and notice requirement → transmitted document → time and payment evidence. This separates a genuine defect from a potentially unlawful additional requirement. Payment alone does not guarantee admission.
See the auction-challenge guide. The remedy depends on stage, breach and the result sought.
Frequently asked questions
Can I apply by ordinary email?
Use the electronic platform’s prescribed process and proper signature. Organiser correspondence does not replace application registration.
Does the receipt prove admission?
No. It evidences the corresponding system action. Check the participant-admission protocol.
Can I submit two applications and choose one later?
Under paragraph 4.3 a replacement follows withdrawal of the original. Preserve both statuses; do not expect to choose after closure.
