Fingerprint registration for foreign nationals in Russia involves collecting fingerprints as part of a mandatory state procedure, together with photographing. The deadline depends on the purpose of entry and the basis for employment. For a non-work stay exceeding 90 days, the general deadline for this procedure is 90 calendar days after entry. For work, the law provides for 30 days or completion during the relevant work-document process. Check your category and exemptions first.
Checked on 6 November 2026 against rules currently in force. Amendments taking effect in 2027 have not been applied.
§ Who must undergo fingerprint registration and photographing?
Article 5(13) of Federal Law 115-FZ covers foreign nationals arriving for work and those arriving for another purpose for a stay exceeding 90 calendar days. Separate rules apply when the purpose of a visit changes to employment. Exemption from a work patent does not itself exempt a person from fingerprint registration: the relevant duties must be checked for EAEU workers, while Belarusian citizens have a specific exemption.
Paragraph 20 excludes Belarusian citizens, children under six, recognised refugees and persons granted temporary asylum, stateless persons holding a temporary identity document, and specified international-organisation categories and their families from the requirements it names. Diplomatic and certain official categories are subject to paragraph 21 and reciprocity. Exemption from this procedure is not automatically an exemption from requirements arising under another migration route.
If you previously provided fingerprints for a work patent, temporary residence permit (RVP), residence permit (VNZh) or under refugee legislation, inform the office. Paragraph 17 takes previous completion into account. Where necessary, establish that the earlier procedure was completed and check the grounds for repeating it; do not assume that every entry requires starting again.
◷ The deadline: 30 or 90 days?
| Situation | Article 5(13) rule | What to record |
|---|---|---|
| Non-work purpose, stay exceeding 90 days | Within 90 calendar days after entry | Entry date, purpose and legal basis for the longer stay |
| Entry for employment | Within 30 calendar days after entry, or when applying for a patent / receiving a work permit | The applicable document route; do not delay the application |
| Change of purpose: work without a patent or work permit under legislation or a treaty | Within 30 calendar days after the contract, but no later than 90 calendar days after entry | Both dates: the earlier limit governs |
| Change of purpose involving a work patent | When applying for the patent | Whether this route is available to your category |
Example of the two-limit calculation: if 12 days remain before the 90-day entry limit expires, signing the contract does not give you a fresh 30 days for the procedure. The remaining 12 days govern. Count calendar days and retain evidence of entry and the contract.
Neither providing fingerprints nor receiving the card extends your authorised stay. Check migration registration and your legal basis for staying in Russia separately.
⌖ Where to complete the procedure and book an appointment
The principal route is a personal visit to the migration unit of a territorial Ministry of Internal Affairs (MVD) body or the MVD Migration Centre. The law also provides for assistance by a subordinate enterprise and an authorised organisation; Moscow has a designated organisation. Choose an official location serving your category, rather than an intermediary promising a card without attendance.
- Check the address, opening hours and appointment procedure on the official website of the territorial MVD body or authorised organisation.
- Explain the purpose: a standalone procedure, work-patent application, previous completion or repeat registration. This helps identify the correct service.
- Check booking availability. Paragraph 5 of MVD Order 288 allows booking through Gosuslugi where technically available and with the necessary ESIA registration. An account does not guarantee appointments at every office.
- Keep the booking confirmation and document checklist. A booking is not proof of completion.
If applying for a work patent in Moscow, coordinate this step with the migration centre’s process. For an RVP application, also check the requirements of that procedure.
MVD guidance states that state fingerprint registration is performed without a state fee. Paid package services offered by an authorised enterprise, translations and medical examinations are different costs. Request an itemised price before paying; do not describe the entire package price as a fingerprinting state fee.
▤ Required documents and the appointment
Paragraphs 6–7 of Order 288 require a valid identity document. Where foreign-language entries are not duplicated in Russian, a Russian translation is required, with the translation’s accuracy or the translator’s signature notarised in the prescribed manner.
For a child aged 6–17, a legally incapacitated person or a person with restricted legal capacity, the legal representative’s identity and authority documents are also checked. A child’s age and representation requirements cannot simply be replaced with an adult checklist.
Also bring existing evidence of previous completion if that is relevant. Keep the fingerprinting checklist separate from the documents for a patent, RVP or medical examination: a combined appointment may involve several services. If additional documents are requested, clarify their legal basis and which service requires them.
You must attend personally. The officer checks documents, collects fingerprints and creates an electronic facial image. Sending an arbitrary phone photograph does not replace photographing. Paragraph 11 requires an unobstructed face, a neutral expression and no items covering the chin; people who normally wear glasses are photographed in glasses without tinted lenses. A religious head covering is permitted subject to the specified conditions.
✓ Confirmation document, validity and repeat procedures
A document confirming fingerprint registration and photographing is issued; where the required technical capability exists, it may be a card with an electronic chip. Check your name, date of birth, citizenship and identity-document details. Keep a copy separately from the original.
Under paragraph 16 of Order 288, ordinary issuance is linked to the day of completion at MVD or receipt of the information from a participating organisation. Where the procedure accompanies a work-patent application, issuance on a reasoned application is provided within no more than 10 working days after acceptance, including together with the patent. It would therefore be wrong to promise every applicant an immediate card at an intermediary’s counter.
The general rule is one-time completion, not an unconditional permanent exemption from all further action. Paragraph 4 provides for repetition in particular when personal details change, lasting changes affect appearance or fingerprints, usable information is missing from the system, and other specified technical circumstances arise. It separately names five years having elapsed since the previous photograph. This must not be turned into a rule requiring annual fingerprints or granting five years of lawful residence.
If you completed the procedure abroad under the statutory route, you must personally obtain confirmation from MVD after arrival within the applicable deadline. Identity is verified before issuance. The overseas step does not automatically complete every action required after entry.
↗ Lost card, missing records or a missed deadline
- Lost document. Contact MVD with your identity document and details of previous completion: when, where, and the card details or a copy if available. Ask the office to check its records and explain how to obtain confirmation. Losing the physical document does not itself establish that fingerprints are absent from the system.
- Error or missing information. Identify the specific discrepancy and provide correct documents and evidence of your previous appointment. Obtain the application number and response. A repeat procedure may be necessary if a ground specified in the Order applies.
- Missed deadline. Check the duty, calculation and exceptions; promptly contact the service and keep evidence explaining the delay. Article 5(23) provides for shortening the authorised stay when the obligation is not fulfilled. Late completion does not automatically cancel an existing decision.
If a decision is issued, obtain a copy, its grounds and the delivery date; separately check the appeal deadline and the legality of remaining in Russia. A booking cannot be promised to remove every consequence. Do not buy ready-made cards or alter them yourself.
Frequently asked questions and primary sources
Must I provide fingerprints after every entry?
The general rule is one-time completion. However, check the repeat grounds in paragraph 4 of Order 288 and whether your previous registration is recorded. A new entry does not itself require annual repetition.
Is registration valid for one year or five?
Separate three issues: previous fingerprint collection, an up-to-date photograph and the medical examination. The Order includes a repeat ground when five years have elapsed since photographing. The annual medical cycle is governed separately.
Does a child need fingerprint registration?
Children under six are exempt from the obligation discussed here. From age six, applicability depends on status and the visit. Before age 18, the legal representative’s identity and authority documents are required.
Can I complete everything online or through a representative?
No: fingerprint collection and photographing require personal attendance. Online booking only arranges the appointment. For the relevant categories, the legal representative accompanies the procedure rather than providing fingerprints on the foreign national’s behalf.
Does the card replace address registration or a work patent?
No. It confirms a specific biometric procedure. The right to work, migration registration and lawful stay must be checked separately.
