Start your Russian temporary residence permit (RVP) application by choosing the legal route. Check whether you need a quota, qualify for an exemption, or can apply directly for a residence permit (VNZh). Address registration and a work patent do not replace RVP status.
This guide covers an adult foreign national’s initial application for an ordinary RVP. An education-based RVPO follows a separate procedure. Rules checked on 3 November 2026; amendments taking effect in 2027 are not applied here.
↔ Quota, exemption or direct VNZh
Quotas are allocated by region. If you have no independent exemption, first check the quota allocation procedure in your chosen region. A quota request and an RVP application are separate submissions. Receiving a quota does not mean that the permit has been granted.
Article 6(3) of Federal Law 115-FZ lists quota exemptions. These include specified family circumstances, participation in the compatriot resettlement programme, and certain citizenship or education categories. Being related to a Russian citizen is not a universal exemption.
For the marriage ground, the Russian spouse must permanently reside in Russia. The marriage must have lasted at least three years before application, or the spouses must have a common child born or adopted in that marriage. The permit is issued in the Russian spouse’s region of residence. See marriage with a foreign national and RVP conditions.
Check direct VNZh eligibility before collecting certificates. A ground under Article 8(2) may remove the need for an initial RVP. Routes and the usual transition after RVP are explained in the VNZh application guide.
▤ Prepare the documents
MVD Order 407 provides the main lists: paragraph 30 for the general procedure, paragraph 32 for visa-free arrivals, and paragraph 34 for evidence supporting quota exemptions. Children and applicants lacking legal capacity have separate forms and representative requirements. Do not automatically use the adult package for them.
- Application and photographs. An adult uses Appendix 1 in two copies; a foreign citizen provides two 35 × 45 mm photographs. Complete mandatory fields. When submitting on paper in person, sign before the receiving official.
- Identity document. Check names, dates, citizenship and name changes. For foreign-language documents, verify translation and certification requirements; for foreign official records, check legalisation or treaty exemptions.
- Evidence of the ground. Prepare documents for the particular quota exemption. A marriage certificate alone does not prove every element of the family ground.
- Additional general-route documents. Paragraph 30 requires a criminal-record document from the country of permanent residence, issued no earlier than three months before application; where living outside the country of citizenship, evidence of that residence is required. Paragraph 32’s visa-free list differs: do not automatically impose the criminal-record requirement on every applicant.
Separately check proof of Russian language, history and basic law under Article 15.1: a suitable certificate, qualifying education document or another recognised ground. Do not assume that a work-patent certificate meets the RVP level. Exemptions include minors, men aged 65 or above and women aged 60 or above. Check that the exemption applies specifically to the RVP procedure.
Medical examinations are a separate preparation step. For visa-free applications, Article 6.1 provides a 30-calendar-day period after submission. For consular applications, Article 6 provides a period after entering Russia. Check the authorised medical provider and how results are recorded in advance; do not wait until the application review ends.
✓ Submit and retain evidence of acceptance
- Record your circumstances: citizenship, visa or visa-free entry, current basis of lawful stay, region, family and education circumstances.
- Identify the receiving authority. In Russia, check the MVD unit or authorised organisation. The general route also permits consular submission. A statutory reference to Gosuslugi does not establish that the particular online service is available.
- Reconcile the documents. Compare originals, translations and the application, especially entry dates, relatives’ names and name changes. Keep a copy of the submitted version.
- Obtain evidence of acceptance. Record the date, application number, office and documents received. An appointment booking or saved online draft is not an accepted application.
- Monitor processing and lawful stay. Separately check extension formalities, medical duties, photography and fingerprinting. Preparing documents does not itself give permission to remain in Russia.
◷ Processing time and costs
| Issue | Rule | Practical point |
|---|---|---|
| General decision period | 4 months under Article 6 | Linked to receipt by the territorial MVD authority |
| Visa-free procedure | 60 days under Article 6.1 | From acceptance; medical requirements remain separate |
| Ordinary RVP validity | 3 years | Status validity, not processing time; special cases have their own rule |
| State fee for issuance | RUB 15,000 | Tax Code Article 333.28(1)(22); check applicable exemptions |
The state fee excludes translations, notarial work, examinations and language testing. Calculate total costs from your actual required package. RVPO issuance and document replacement are different services. Check the payee and payment purpose before paying; an old information sheet does not override the current Tax Code.
↗ After the decision
On issuance, check personal details, validity and region immediately. Complete the necessary registration steps: migration registration does not disappear when your status changes. Before moving or working in another region, check the applicable restrictions and permitted relocation procedure.
Calendar the annual RVP residence notification and your planned VNZh application dates. An ordinary RVP is not an indefinite document. Do not wait until its final month to investigate your next residence route.
If refused, obtain the written decision: refusal to accept documents and refusal to issue a permit require different assessments. Keep the notice, evidence of receipt and the complete application package. Article 6 generally restricts a fresh application after refusal or cancellation to no earlier than one year; challenging the decision is a separate remedy. Grounds and consequences of terminating existing status are covered in the RVP cancellation guide.
Questions and primary sources
Does a quota guarantee an RVP?
No. The permit procedure and assessment of documents and legal grounds still follow. Keep separate evidence of both submissions.
Does a recent marriage allow a quota-free application?
Not always. Check the three-year condition or a common child born or adopted in that marriage, the Russian spouse’s permanent residence and the correct region.
Does everyone need a criminal-record certificate?
There is no single requirement for all routes. The general list in paragraph 30 and the visa-free list in paragraph 32 of Order 407 differ.
Can I submit an English application?
Use the prescribed form completed in Russian. English explanations help you prepare but do not replace the Russian application or required translations.
Can I apply directly for VNZh?
Yes, if you meet an independent ground for issuance without an initial RVP. Check this before paying for and collecting RVP documents.
