Under the ordinary RVP route, an application for a Russian residence permit (VNH) may be filed after eight months of the first year of residence under the temporary permit, and no later than four months before that permit expires. This is a filing window, not automatic VNH issuance in month eight. The general issuance ground requires at least one year of residence under an RVP.
Checked on 2 November 2026. This guide concerns an adult foreign citizen holding an ordinary RVP. Children, stateless persons, education-based RVPO holders and grounds that do not require an RVP need separate document and eligibility checks. Future 2027 versions are not applied.
§ Initial issuance versus other VNH procedures
An RVP does not automatically become a VNH: a separate application and eligibility review are required. First check that the permit is valid and the chosen ground fits the facts. Article 8(2) of Law No. 115-FZ provides grounds for issuance without an RVP; where one genuinely applies, the ordinary waiting period should not be applied mechanically.
Distinguish an ordinary RVP from an education-based temporary residence permit, or RVPO. Article 8(1.1) and (2.1) link the education route to completion of the specified studies and a separate post-graduation application period. Studying while holding an ordinary RVP does not change the permit’s name or legal basis.
📅 Eight months, one year and four months mean different things
| Period | Meaning | Check |
|---|---|---|
| After eight months of the first year under an RVP | Opening of the ordinary application window | Documented RVP receipt and residence dates, rather than first entry into Russia |
| At least one year under an RVP | General issuance condition under Article 8(1) | Earlier filing eligibility does not mean immediate issuance |
| No later than four months before RVP expiry | Ordinary filing deadline under Article 8(5) | Permit end date and time needed to prepare a complete package |
| Four months from application acceptance | Ordinary service period for the RVP category, Procedure No. 417 paragraph 23.1 | Confirmed acceptance date, not appointment booking |
Prepare a calendar before ordering certificates: earliest filing, final deadline and document validity dates. Do not replace calendar months with a fixed number of days. An electronic-queue appointment does not prove acceptance or move the statutory deadline.
If less than four months remain on the RVP, do not rely on generic reassurance that there is still time. Urgently assess another lawful ground and current status. The procedure lists failure to satisfy this timing condition among grounds for refusing acceptance under the ordinary route. Buying certificates or paying the fee does not itself cure a missed deadline.
▤ Documents for a VNH after an RVP
For an adult applying under an ordinary RVP, paragraph 27 of MIA Procedure No. 417 refers to specified subparagraphs of paragraph 26. This working list separates applicant documents, applicable exceptions and information that may be checked between authorities.
| Item | Prepare | Important check |
|---|---|---|
| Application | Appendix 1 form, two copies and required information annexes | No corrections, abbreviations or dashes; DD.MM.YYYY dates and consistent name and work history |
| Identity and photographs | Identity document, necessary copies and translation; four photographs measuring 35 × 45 mm | Validity, consistent particulars and paragraph 26.4 photo requirements |
| Means of support | Evidence of ability to support yourself and family, such as employment, maintenance payments, deposit or another lawful source | Applicable subsistence minimum, document contents and the exception for a person recognised as unable to work |
| Housing where the condition applies | Lawful housing-use evidence after three years from entry | The procedure distinguishes registered and unregistered property rights; owning a flat is not the only option |
| Russian language, history and law | Applicable evidence or proof of a lawful exemption | Current Law No. 115-FZ Article 15.1 and information available to the MIA through interagency channels |
| Criminal-record document where required | Document from the competent authority of the country of permanent residence, issued within three months before filing | Paragraph 26.14 exceptions, including visa-free entry and prior production when obtaining the RVP |
Paragraph 47 requires foreign-language documents to be translated into Russian with the prescribed notarial certification. For official foreign records, separately check apostille, consular legalisation or a treaty exemption under paragraph 49. Translation and authentication of origin are different steps.
Close-relative information goes in a separate application annex. If space is insufficient, use the prescribed personal-data or employment-history annexes instead of shrinking text until it is unreadable. Check periods and reasons for surname changes against source documents.
✓ Income, medical examination and interagency information
There is no single bank balance that works for every applicant and region. For example, paragraph 26.10 requires a bank deposit to evidence funds of at least the regional subsistence minimum for the service period. Other income sources and family support depend on the documents. A short account statement lacking the relevant information is not automatically sufficient.
Article 8(5.1) requires medical examination under Article 4.2. Check completion and current information. The procedure nevertheless places medical documents under paragraph 50.11 among documents the applicant may provide voluntarily; paragraph 51 prohibits refusing acceptance solely because paragraph 50 documents were not supplied. Interagency data access does not remove the examination duty or the need to satisfy the statutory conditions.
Likewise, distinguish payment of the fee from producing a paper receipt. Tax Code Article 333.28(1)(18) sets the fee for VNH issuance at RUB 30,000; replacement for RUB 6,000 is a different service. Check any exemption, current payment details and purpose before paying. An older fee printed in the procedure cannot override the current Tax Code.
↗ Filing, acceptance evidence and the outcome
- Check the recipient. Article 8 permits filing with the territorial MIA, through a subordinate enterprise or authorised organisation, or through Gosuslugi. Confirm availability of the particular electronic route and the location for personal attendance.
- Submit a consistent package. Present originals and keep copies of the actual submitted version. An online draft is not acceptance evidence.
- Obtain confirmation. Record the date, reference number, receiving department and documents accepted. Track the service period from that date.
- Monitor status until the decision. Applying for a VNH does not itself end duties under the existing RVP, including the relevant annual RVP notification.
- Check the outcome. On issuance, verify personal details and any document duration, complete applicable registration steps and schedule the new status obligations.
The issuance decision, document production and collection are separate stages. Once the person moves to VNH status, its own residence-confirmation procedure applies. If refused, obtain a reasoned decision and identify whether acceptance or issuance was refused: the subject and evidence for a challenge differ. Where lawful presence is in question, separately check the register of controlled persons. General routes are covered in the migration assistance section.
Questions and primary sources
Can I receive a VNH immediately after eight months under an RVP?
Eight months opens the ordinary application window. Article 8(1) requires at least one year of RVP residence for issuance under this ground. Independent grounds without an RVP are assessed separately.
Must I apply exactly one year after obtaining the RVP?
No. The law distinguishes the residence period for issuance from the filing window: after eight months, but no later than four months before RVP expiry. Prepare well before the permit ends.
Does everyone need a new criminal-record certificate?
No. Paragraph 26.14 contains exceptions. In particular, it is not produced by a visa-free entrant or an RVP resident who already provided it when applying for the RVP. Check the actual document history.
Can I pay the replacement fee instead?
No. Initial issuance and replacement are different actions. At the check date the general issuance fee is RUB 30,000 and replacement is RUB 6,000. Any exemption is assessed separately.
Must I own an apartment to obtain a VNH?
Ownership is not the only lawful basis for using housing. The condition after three years from entry and its proof are assessed under Article 9 and the relevant procedure provisions, including property-register information.
Where can I check the form, periods and requirements?
Checked on 2 November 2026: Law No. 115-FZ Article 8, current version of 26 July 2026 with amendments effective from 25 October 2026; MIA Procedure No. 417, amended on 16 November 2022, particularly paragraphs 23.1, 26, 27, 47–51, 53.6 and the Appendix 1 form; and Tax Code Article 333.28 for the current fee. The older procedure’s date does not give its former fee rates precedence over current legislation.
