Replacing a Russian Residence Permit: Deadlines, Documents and Fee

5 ★ for the first save. Up to 5 rewards per day (Moscow time).

An indefinite Russian residence permit (VNZh) may still need replacement: after reaching a specified age, changing personal particulars, damage or an error. First identify the ground and document type, then the filing deadline. Ordinary replacement, correction of an MVD error, a duplicate and cancellation are separate procedures.

Checked on 2 November 2026. Current rules are applied; future 2027 amendments are not.

↻ When a Russian residence permit must be replaced

Article 8(6) of Law No. 115-FZ lists reaching 14, 20 or 45; a lawful change of surname, given name, birth date or place, or nationality; a change of sex; an unusable document; and inaccuracies or errors in the particulars specified by the law. Expiry is a separate ground in the cases expressly identified in Article 8(3).

The age rule has exceptions. It does not apply to the documents in the fourth to sixth subparagraphs of Article 8(3): a stateless person’s ten-year permit, a ten-year electronic card, and a highly qualified specialist’s/family member’s permit tied to the work permit’s term. Check your actual document and its legal basis. Do not apply a five-year replacement rule to every VNZh.

Indefinite validity of an ordinary permit does not remove age-related or personal-particulars replacement duties. Obtaining a new passport without changing the listed particulars is not itself a separate ground in paragraph 6. Check how to update passport details separately; not every new passport automatically starts a ten-day VNZh replacement period.

📅 When to submit the replacement application

SituationFiling periodStarting event
Foreign national: reaching 14/20/45 where no exception appliesNo later than one monthReaching the relevant age
Foreign national: wear, damage or discovery of a statutory errorNo later than one monthThe relevant circumstance
Foreign national: changed particulars under Article 8(6)(2)–(3)No later than ten daysReceipt of the identity document
Stateless person: circumstances under paragraph 6No later than one month under Article 8(7)The relevant circumstance; filing directly with the MVD

Article 8 does not describe these filing periods as working days. After a surname change, the ten days do not automatically run from the wedding: the statutory event is receipt of the identity document. Do not replace a month with a universal 30-day period. Keep proof of receipt of the new document and evidence of the replacement ground.

For a fixed-term permit, establish the category, expiry date and applicable route in advance. Expiry of any fixed-term document should not be treated as ordinary age-related replacement: special categories may have additional status conditions. If already late, submit without further delay and separately assess the consequences; an appointment is not an accepted application.

▤ Documents for residence permit replacement

The basic ordinary-replacement package is established by paragraph 42 of MVD Regulation No. 417, referring to subparagraphs 26.3–26.6 and 26.22. Do not copy the complete first-issue checklist: it covers other grounds and categories.

  1. One replacement application using Appendix 3 to Regulation No. 417. This is neither a first-issue application nor an annual residence notice.
  2. Four 35 × 45 mm photographs; a stateless person supplies two. The image must match the applicant’s age and comply with the background, face-position and no-artistic-retouching requirements.
  3. The applicant’s identity document and the foreign national’s identity document if the application concerns a different person.
  4. The permit being replaced. Keep a copy and its details before surrendering it.
  5. Evidence of changed personal particulars where that is the replacement ground. Details and spelling must agree with the new identity document.
Applying for a child or a person under guardianship

Paragraph 42 additionally refers to subparagraphs 26.7–26.9: applicable birth records, incapacity/limited-capacity documents and the legal representative’s authority must be checked. Do not replace proof of legal representation with an ordinary power of attorney without reviewing the prescribed procedure. A child aged 14 or over must be accounted for in the application’s designated signature field.

Translations and foreign documents

Foreign-language documents require a Russian translation, with the translation’s accuracy or translator’s signature certified under Russian notarial rules. Apostille or consular legalisation depends on the country, document and relevant treaty. Russian civil-registry documents and information obtained between authorities should not automatically be listed as mandatory paper attachments: paragraphs 50–52 distinguish the applicant’s documents from government-held information.

Prepare an application copy and a chronology: replacement ground — event date — new-passport receipt date where relevant — deadline — acceptance date. Check every name spelling, document number, birth date and contact detail before filing.

↗ Where to apply and the replacement fee

The application is addressed to the territorial MVD authority. A foreign national may file directly or through a subordinate enterprise or authorised organisation; Article 8(7) requires a stateless person to apply directly to the MVD. Check the competent office, address and appointment procedure. Not every MFC or private intermediary is authorised to accept the application.

The state fee for replacing a VNZh is RUB 6,000 under Tax Code Article 333.28(1)(18.1) on the review date. This is the replacement rate, not the first-issue rate. Before paying, check applicable exemptions, the type of action, payee and payment details. Intermediary and translation charges are separate.

Keep the payment receipt. However, Regulation subparagraph 50.3 and paragraph 51 treat the payment document as voluntarily supplied: absence of a paper receipt does not mean no payment exists. The payment duty remains unless an exemption applies.

Submission → acceptance evidence → MVD checks → new permit → verification of entries. Retain the acceptance date: the service period runs from acceptance, not the first phone call or appointment booking.

✓ Processing time and dealing with problems

Regulation subparagraphs 23.5–23.6 provide seven working days for a foreign national’s replacement and fifteen working days for a stateless person, starting from acceptance. This service period is separate from the applicant’s filing deadline. It does not guarantee collection seven calendar days after preparation began.

On collection, check names, birth date and place, nationality, details and required entries. Keep proof of receipt. Replacement does not remove the annual residence-notification duty or the holder’s other obligations.

The MVD refuses acceptance or requests extra documents

Ask for the precise reason and provision; retain the package, appointment and correspondence. Distinguish refusal to accept an application from refusal of the service. Paragraph 54 refers to specified paragraph 53 grounds and insufficient remaining identity-document validity. Challenge the specific decision or inaction with evidence. An oral suggestion to “try later” is not sufficient proof of timely filing.

The MVD made the error when issuing the permit

The Regulation has a separate typo/error-correction route: an Appendix 5 application and paragraph 44 documents. Check whether it applies before automatically requesting ordinary paid replacement. Identify the wrong entry, correct information and supporting document. Do not alter the permit yourself.

Frequently asked questions and primary sources

Is a lost permit handled as ordinary replacement?

Loss or theft requires a separate duplicate-issue route. Do not state that you are surrendering an existing permit if it is missing. Record the circumstances and promptly ask the MVD about the applicable procedure.

Will replacement restore a cancelled permit?

No. Replacing the physical document does not reverse cancellation. If a decision exists, check its grounds and the permit-cancellation appeal deadlines. Review any linked RKL record separately.
