RVPO is a Russian temporary residence permit for educational purposes. It is available to specified full-time students of state educational and scientific organisations. Admission to any university does not automatically entitle a student to a permit.
Checked on 3 November 2026: Article 6.2 of Law No. 115-FZ, edition of 26 July 2026 with changes effective 25 October 2026, MVD Regulation No. 949 and the effective Article 333.28 of the Tax Code. Future 2027 provisions are not applied. This guide covers obtaining RVPO; university admission and extending a study visa are separate procedures.
⌖ Who qualifies for RVPO?
Paragraph 1 of Article 6.2 requires full-time study at a state educational or state scientific organisation. The law lists state-accredited bachelor’s, specialist, master’s, residency and assistantship programmes, as well as postgraduate research and teaching-research training, including military postgraduate study.
Before preparing an application, obtain confirmation of the study mode, programme type and organisation’s status. Do not automatically apply this route to a vocational college, language course, preparatory department, private university or correspondence study. If the conditions are not met, find another lawful route rather than changing facts in the application.
▤ Preparing the application documents
Forms and requirements are set by MVD Regulation No. 949 of 14 December 2022. Select the service variant for nationality, visa requirements and applicant authority: Appendices 3–10 cover different variants, including correction of errors. Do not substitute an ordinary RVP application for the correct form.
| Group | Check |
|---|---|
| Application and identity | Two application copies for personal filing; a qualifying identity document valid for at least three months on the filing date, under paragraph 16.2. |
| Photographs | Two 35 × 45 mm photographs meeting paragraph 16.3. Do not replace this requirement with dimensions from an unrelated online checklist. |
| Studies | A copy or extract of the admission order certified by the organisation, confirming the qualifying full-time programme: paragraph 16.9. |
| Criminal record for visa entry | The applicable document from the competent authority in the state of permanent residence, issued no earlier than three months before filing: paragraph 16.8. |
| Translations and special circumstances | Foreign-language documents require Russian translation with the prescribed notarisation. Check applicable name-change, family and representation documents. |
This is a working checklist, not a replacement for the full requirements of the selected variant. Distinguish documents supplied by the applicant from information obtainable between authorities. Paragraphs 19.1–19.6 separately list the migration card, medical documents and duty payment evidence among documents that may be supplied on the applicant’s initiative. This does not remove lawful-stay requirements, medical examination under Article 4.2 or payment where no exemption applies.
↗ Filing and proving acceptance
- Check information with the organisation’s international office and obtain proper admission evidence.
- Check your current status, documents, translation, form and applicable requirements.
- Apply to the territorial MVD authority in the Russian region where you study, directly or through the enterprise or authorised organisation specified by law. An electronic Gosuslugi application is also provided for; availability of the particular online form must be checked separately.
- Keep the submitted documents, date, registration number and acceptance confirmation. An appointment or portal draft does not prove acceptance.
- Maintain lawful status while awaiting a decision. Paying the duty is not an independent residence authorisation.
Fingerprint registration and photography take place on application; for an electronic application, fingerprint registration takes place when the permit is received. RVPO itself is not issued as an electronic document: the law provides for a mark in the identity document.
◷ Validity, decision period and state duty
Paragraph 6 of Article 6.2 sets a two-month period for issue or refusal following an application. Permit validity is linked to completion of the qualifying programme and 180 calendar days after the end of the study period. Do not replace this with an assumed academic-year end date.
Under subparagraph 22.1 of paragraph 1 of Article 333.28 of the Tax Code, the general duty for issuing RVPO is RUB 8,000. Issue following loss, damage, theft or replacement of the identity document is a separate action with a RUB 5,000 rate under subparagraph 22.3. Check the action, exemptions and payment details before paying; an old checklist rate does not override the current Tax Code.
◇ After issue: registration, transfers and status
Check the name, dates and mark, keep the decision and put key events in your calendar. RVPO and migration registration at an address serve different purposes. Paragraph 11 of Article 6.2 exempts RVPO holders from the specified ordinary annual RVP notification, but not from all migration obligations.
For a transfer to another qualifying full-time programme, provide admission evidence to the issuing authority no later than 30 days after the termination order issued because of the transfer. Ending studies or changing the study mode creates separate risks: see the existing RVPO cancellation route. For a later residence permit, assess the education basis separately; do not automatically apply the ordinary RVP-to-VNZh filing window.
▣ Working with an RVPO without a patent
Law No. 115-FZ Article 2 classifies an RVPO holder as a temporary resident. Article 13(4)(1) exempts this category from the general patent or work-permit requirement. Before entering into a contract, confirm the continuing validity of the RVPO and agree the employment terms with the employer.
| Check | Practical action |
|---|---|
| Permit and records | Compare personal details, the permit mark and expiry date, and check for cancellation decisions. Provide the employer with the required permit information |
| Work region | Article 13(5) generally limits work to the region of authorised temporary residence. Establish a specific lawful exception before working in another region; RVPO does not grant a general right to work throughout Russia |
| Contract and notification | Identify the conclusion date and work location. Where the general procedure applies, the employer or customer notifies the MIA of conclusion and termination within no more than three working days of the respective event |
| Expiry and status changes | Schedule checks for permit expiry, graduation, transfer or expulsion. Reassess the validity of the work ground whenever circumstances change |
Article 13(8.2) provides for ending the contracts referred to in paragraph 8.1 with an RVPO holder when the permit expires. Cancellation, transfer and changes of study format require separate document and status checks. For a dispute, retain the RVPO, study order, MIA decision, contract and notification acceptance evidence.
The employer should distinguish an RVPO holder’s temporary-resident work ground from the separate full-time-student exemption in Article 13(4)(7.1). Their conditions and evidence require separate assessment. The working checklist and notification procedure are explained in the foreign-student hiring section.
Checked on 3 November 2026: Article 2 and Article 13 of Law No. 115-FZ, paragraphs 4–6 and 8–8.2, current edition of 26 July 2026 with amendments effective from 25 October 2026. Future 2027 provisions are not applied.
Questions and primary sources
Can an RVPO holder work in any Russian region?
Article 13(5) generally limits work to the region where temporary residence is authorised. Work elsewhere requires assessment of a statutory exception and its conditions. Patent exemption does not itself remove that territorial restriction.
Is a student card enough?
No. The statutory study mode, programme and organisation must be established, along with the applicable documents. A student card does not replace a properly certified admission-order extract.
Can RVPO be obtained online without personal steps?
An electronic application is provided for, but does not remove checks, fingerprint registration or receipt of the mark. An online form does not mean automatic approval.
What should I do after refusal?
Obtain the decision and notification, record receipt and identify the precise ground. Article 7.1 sets the RVPO challenge procedure and periods. Refusal to accept documents and refusal to issue a permit are different decisions: identify which was made first.
