An employer or customer of services must notify the Russian Ministry of Internal Affairs when it enters into or terminates an employment or civil-law contract with a foreign national. From 1 September 2026, the new form and procedure under MIA Order No. 290 apply.
Deadline
The notice must be submitted to the regional MIA authority where the foreign national works within no more than three business days of entering into or terminating the contract.
What to check
- the current notice form and completion rules;
- the contract date and business-day calculation;
- the place where work is performed;
- the worker’s status and any required authorisation documents.
Practical approach
Keep proof that the notice was submitted and received. The duty may arise even where the contract has not been documented in writing if work is actually performed. Recheck the current form before filing because migration rules change.
