A foreign national can take part in a Russian business, but registration as an individual entrepreneur and formation of an LLC are different legal routes. An individual entrepreneur must provide a document confirming the right to reside in Russia temporarily or permanently. For an LLC, the founder’s documents, address, director, filing method and applicable migration rules are assessed separately.
Short answer. Individual entrepreneur status cannot be based merely on short-term stay or migration registration: a foreign national needs proof of a temporary or permanent right to reside in Russia. Being an LLC participant, being its director and having the right to work in Russia are different legal questions.

Preparation sequence
- Identify the foreign national’s role. Participant, director, individual entrepreneur and employee have different requirements and risks.
- Check migration documents for an individual entrepreneur. A temporary-residence permit or residence permit confirms the right to reside in Russia; if it expires or is cancelled, the foreign national’s entrepreneur registration loses effect under the state-registration rules.
- Prepare the documents for the chosen form. The Federal Tax Service identifies the formation application, formation decision, charter or standard-charter information, and in relevant cases documents regarding a foreign legal-entity founder.
- Check the address and director. A legal entity’s registered address is connected with its permanent executive body. Appointment of a foreign director can require separate review of migration and employment status.
- Review tax and permission requirements before operating. Tax treatment, a licence, authorisation or notification depend on the actual activity, not simply on the participant’s nationality.
What company registration does not establish
Registering an individual entrepreneur or LLC does not itself confirm a foreign national’s right to work as a director, perform a licensed activity or remain in Russia on a particular basis. Those matters are handled and checked separately.
