Russia’s loan cooling-off period is a mandatory pause before borrowed money is made available, introduced on 1 September 2025 as an anti-fraud measure. The general minimum is four hours for RUB 50,000 through RUB 200,000 inclusive and 48 hours above RUB 200,000. During this time a borrower can notify the lender of withdrawal. Application depends on the contract type, statutory exceptions and any relevant Bank of Russia decisions.
Before funds arrive
Notify the lender of withdrawal; deleting an application does not cancel a loan.
4 / 48 hours
The threshold follows the loan amount or credit limit, not the monthly instalment.
After disbursement
Early repayment rules replace withdrawal before receiving funds.
How the 4- and 48-hour periods work
Article 7(9.3) of Federal Law No. 353-FZ starts the clock when the borrower signs the individual terms. It covers banks and microfinance organisations, including increases in the loan amount or credit limit. This is a minimum wait, not a promise to transfer funds at the exact moment it ends.
| Amount or limit | Minimum pause | Hypothetical example |
|---|---|---|
| Below RUB 50,000 | No general pause under paragraph 9.3 | RUB 49,000 |
| RUB 50,000 to RUB 200,000 inclusive | 4 hours | RUB 200,000 signed at 10:00 — no earlier than 14:00 |
| Above RUB 200,000 | 48 hours | RUB 210,000 signed at 10:00 on 21 October — no earlier than 10:00 on 23 October |
These hypothetical examples assume no exception; use the time recorded in the lender’s documents. For a limit increase, assess the resulting limit: raising RUB 180,000 to RUB 210,000 falls into the 48-hour category even though the increase itself is only RUB 30,000.
When the pause does not apply
Article 7(9.5) lists exceptions, including co-borrowers or guarantors; vehicle-secured lending paid directly to a corporate vehicle seller; refinancing that does not increase existing monetary obligations; a previously appointed authorised person confirming the credit contract; direct payment to a merchant for an offline purchase of goods, work or services; and a principal education loan receiving state support.
For an authorised person, the statute requires appointment at least two days before the credit application is sent. Naming a relative as a contact is not the required agreement. An online purchase does not automatically qualify for the offline-merchant exception. Mortgages should also not be treated as ordinary unsecured consumer credit because their regulation differs. Ask the bank to identify its precise legal ground if it says no pause applies.
How to withdraw before receiving funds
- Read the individual terms and lender notification to identify signature time and the disbursement deadline.
- Check the account statement, not just an “approved” status: have funds already been provided and made available?
- Send full or partial withdrawal using the contractual channel before the disbursement deadline or applicable Article 7 period ends.
- Keep the text, sending time, reference and receipt confirmation; request a written outcome.
- Confirm that disbursement was cancelled and no debt remains. If money still arrives, notify the lender immediately and establish how to return it.
An unregistered call to a manager may leave the notification time disputed. Never send funds to a purported “safe account”; contact the bank independently through an official channel.
Short withdrawal notice
To [lender]. From [name]. Regarding agreement [number], whose individual terms were signed at [date and time], I withdraw from receiving the loan [in full / in the amount specified] under Article 11(1) of Federal Law No. 353-FZ. Please do not provide these funds and confirm receipt and the outcome. Date, time, contact and signature where required.
This template concerns withdrawal before funds are provided and within the applicable period. If you never entered into the contract, separately state that you gave no consent; merely accepting its existence and then withdrawing may misdescribe the facts.
How this differs from 14 or 30 days
The four- or 48-hour pause concerns delivery of funds. Article 11(2) permits full or partial early repayment within 14 calendar days after receiving consumer credit without advance notification, with interest for the actual borrowing period. For a loan for specified purposes, paragraph 3 provides 30 calendar days after receipt. Neither is a free borrowing period.
A separate 30-day withdrawal period also applies to certain loan add-ons; it does not extend the anti-fraud pause. After disbursement, obtain a repayment calculation for the return date and confirmation of repayment. Simply leaving money on a card may not complete the required transaction.
If the lender paid too early
Preserve the individual terms, notification, statements showing credit timing, correspondence and the response identifying any exception. Submit a claim to the bank or microfinance organisation describing the breach; a Bank of Russia complaint may be appropriate to investigate compliance.
A breached pause does not automatically cancel every debt. Where fraud is involved, assessment depends on the facts, anti-fraud compliance and procedural documents. If money was transferred to outsiders, contact your bank and the police immediately. Do not stop payments solely on the basis of a general article; identify the legal grounds applicable to your case first.

Frequently asked questions
Can I pay to shorten the pause?
An ordinary request or paid service cannot waive a mandatory minimum. If the lender relies on an exception or a specific Bank of Russia decision, ask for the legal basis.
Does RUB 200,000 mean four hours?
As a general rule, yes. The 48-hour category is for amounts above RUB 200,000, subject to exceptions.
Does the clock stop at weekends?
The statute uses hours, not working days. Check the starting time and lender notification.
Does withdrawal erase the credit application from my credit history?
Not necessarily. Cancelling disbursement and ensuring credit-history accuracy are separate matters; an incorrect outstanding debt must be disputed separately.
