A Russian citizen who acquires foreign citizenship or receives a foreign residence permit or another document confirming a right of permanent residence abroad must assess the duty to notify the Russian authorities. This reports a legal event; it is not an application to renounce Russian citizenship. Identify the event and date first, then choose the form, filing route and evidence of acceptance.
Checked on 4 November 2026 against Law No. 138-FZ as amended on 26 June 2026, Regulation No. 889 as amended on 1 June 2026, and MIA Order No. 689 as amended on 30 September 2025.
◇ When the duty arises
Article 11 of Law No. 138-FZ requires notification of each acquisition of foreign citizenship or receipt of the relevant permanent-residence document. Reporting loss of that citizenship or document is a right. Acquisition and loss use different forms.
Do not decide the issue solely from a foreign-language card’s name. Establish the right it confirms. A tourist visa is not, in itself, a permanent-residence document. For an unclear status, examine the document and the law of its issuing country.
A legal representative acts for a Russian citizen under 18 or one declared legally incapable. Filing through a representative with a power of attorney notarised under Russian law is also permitted. Establishing a child’s Russian citizenship is a separate issue: see admission to citizenship versus documenting citizenship by birth.
📅 The 60-calendar-day deadline and entry into Russia
| Circumstances | Rule | Keep as evidence |
|---|---|---|
| Foreign citizenship acquired or permanent-residence document received | No later than 60 calendar days from the relevant event | The decision, status document and evidence of the acquisition or receipt date |
| No notification within that period because the citizen was outside Russia | No later than 60 calendar days from entry into Russia under Article 11(6) | Records of being abroad and the entry date |
| The citizen is abroad and chooses consular filing | MFA guidance describes filing within 60 days of acquiring the status; after that, the MIA route follows the entry-based rule | Evidence of consular acceptance, not merely an appointment |
The statute uses calendar days, not working days. Do not substitute a new passport’s issue date for the citizenship acquisition date without checking the underlying records. Where dates differ, make a timeline and identify the legally relevant event. Older guidance may mention 30 days after entry; the current rule described in Article 11(6) specifies 60 calendar days.
Avoid leaving filing until the last day or assuming that another trip automatically cures an existing delay. For an old status or multiple entries, reconstruct the events and any earlier notifications first.
▤ Forms and supporting documents
Current forms are appendices to the Regulation approved by Presidential Decree No. 889: Appendix 9 covers acquisition by an adult; Appendix 10 covers a citizen under 18 or legally incapable; Appendices 11 and 12 cover the corresponding loss notifications. Use the current form applicable to the case, rather than an old template from an unrelated collection.
Prepare the relevant documents under paragraph 36 of the Regulation:
- a valid identity document of the person filing: a Russian passport or another document permitted by the provision; a foreign legal representative uses an identity document recognised in Russia;
- a copy of the foreign passport or other citizenship evidence and/or the permanent-residence document;
- for a child or legally incapable citizen, evidence of the legal representative’s authority: a birth certificate, an adoption certificate where required, or the guardianship authority’s appointment document;
- for an authorised representative, a notarised power of attorney and the representative’s identity document;
- for a loss notification, the applicable document or information confirming termination of the relevant status.
Compare names, dates and document numbers throughout the package. Do not automatically transfer requirements for an application for Russian citizenship to this notification: it has its own forms and document list. Check foreign-document formalities and translation requirements for the chosen route and specific document.
↗ MIA, Gosuslugi or a consulate
- Paper filing in Russia. Order No. 689 allows filing with the designated MIA service, a regional or district migration unit at the place of application, or through the subordinate enterprise or authorised Moscow organisation provided for by law. Establish who accepts this particular notification and the intermediary’s authority.
- Gosuslugi. The procedure permits electronic filing with electronic copies of documents and an electronic signature. Select the service for foreign citizenship or permanent-residence notification, check the information, attach the documents and monitor the reply in the personal account. A saved draft, transmission and acceptance are distinct stages.
- Outside Russia. Filing with a Russian diplomatic mission or consular institution is possible. Check the chosen institution’s official requirements, deadlines and appointments. Consular registration itself does not replace notification.
Do not assume that an ordinary email, postal letter or visit to any multifunctional centre (MFC) is a valid route. Check the current legal basis for the particular channel. A nearby service office does not necessarily have the required authority.
✓ Evidence of compliance and correcting errors
For direct paper filing with the MIA, obtain the detachable receipt bearing the official’s signature and seal. Keep it with a copy of the completed form and attachments. Original documents are returned; the procedure governs retention of copies.
For electronic filing, Order No. 689 provides for an acceptance message no later than the working day following submission. A refusal on the specified grounds is also communicated, with reasons, no later than the next working day. Save the reference number, submitted form, attachments and final message. These response periods do not change the citizen’s 60-day deadline.
Grounds for non-acceptance include defective completion, discrepancies with supporting records, missing required documents and an invalid identity document of the person filing. If refused, address each reason and correct the package; do not treat an unsuccessful first transmission as proof of compliance. Preserve the refusal and documents for a separate assessment of review options if you consider it unlawful.
Late filing and complete failure to notify are not identical. Liability requires assessment of the facts and applicable provisions, including Administrative Offences Code Article 19.8.3 and Criminal Code Article 330.2. Do not conceal or backdate events. If the deadline was missed, reconstruct the timeline, gather evidence and determine the lawful next steps.
? Questions and sources
Must I notify if I live permanently abroad?
Check Article 11(6): where filing was missed within the original period because the citizen was abroad, notification is due no later than 60 calendar days after entering Russia. A consular route also exists. Living abroad does not replace assessment of those rules.
Is a child’s notification included in the parent’s form?
Appendix 10 provides a form for the child, filed by the legal representative with evidence of authority. The parent’s notification of their own status does not replace the child’s.
Is this the annual notification for a Russian residence permit?
No. Here a Russian citizen reports a foreign status. Annual notification under a Russian VNH concerns a different duty of a foreign national.
Is sending the form through Gosuslugi sufficient?
Check the outcome: an acceptance message or a refusal with reasons. A saved draft or technical transmission is not confirmed acceptance.
Must citizenship disclosed when obtaining Russian citizenship be reported again?
Article 11(8) exempts foreign citizenship already disclosed in the application for admission to or recognition of Russian citizenship. Check whether it is the same citizenship and event; a new status requires a separate assessment.
For property-related obligations, see second citizenship and overseas assets in bankruptcy: disclosure of assets does not replace MIA notification.
